TRANSPORT AND WORKS ACT 1992
The National Assembly for Wales (“the National Assembly”) gives notice, pursuant to
section 14(1)(a), (3A) and (3AA) to the Transport and Works Act 1992 (“the Act”) that
it has determined under section 13(1) of the Act to make, with modifications which
in its opinion make no substantial changes to the proposals, the Scarweather Sands
Offshore Wind Farm Order 2004 (“the Order”).
The Order was applied for by United Utilities Scarweather Sands Limited (now known
as Scarweather Sands Limited) of Dawson House, Great Sankey, Warrington, Cheshire
WA5 3LW.
The Order will authorise Scarweather Sands Limited to construct and operate an offshore
wind farm and associated works off the coast at Scarweather Sands, approximately 7
kilometres to 11 kilometres from Porthcawl including the provision of inter-turbine
connecting cables and cabling under the sea between the turbines and to the shore
and for the connection of those works via an onshore substation to the electricity
distribution system. The works will comprise 30 wind turbines, a system of inter-turbine
connecting cables and marine feeder cables connecting the wind farm to the foreshore
at Margam Sands, Port Talbot and an onshore electrical substation and underground
and overhead cabling to connect with the electricity distribution system.
The National Assembly also considered the environmental statement submitted with
the application and complied with the obligations under section 10 of the Act in respect
of all objections which related to the environmental statement. It is required by
section 14(3AA) of the Act to describe the measures to be taken to avoid, reduce and,
if possible, to remedy any major environmental effects. However, it is satisfied that
works authorised by this Order will have no major adverse environmental effects.
