ROAD TRAFFIC REGULATION ACT 1984
THE A3211 GLA ROAD AND A201 GLA ROAD (CITY OF LONDON) PRESCRIBED ROUTE TRAFFIC ORDER 2015
THE A3211 GLA ROAD (UPPER THAMES STREET AND BYWARD STREET, CITY OF LONDON AND LONDON BOROUGH OF TOWER HAMLETS) BANNED TURN TRAFFIC ORDER 2015
1. Transport for London hereby gives notice that on 2nd October 2015 it made the above named Orders, under section 6 of the Road Traffic Regulation Act 1984. The Orders will come into force when the works are complete.
2. The general nature and effect of the Orders will be to:
Ban certain movements:
1) All vehicles travelling eastbound on A3211 Upper Thames Street will be banned from turning right into Cousin Lane, except pedal cycles;
2) All vehicles travelling westbound on A3211 Upper Thames Street will be banned from turning right into Arthur Street, except local access;
3) All vehicles travelling westbound on A3211 Byward Street will be banned from turning into Trinity Square, except pedal cycles and except any day between the hours of 9:00pm-5:00am; and
4) All vehicles travelling southbound on A1210 Mansell Street will be banned from turning right into Shorter Street, except buses and pedal cycles.
Prescribed movements:
1) All vehicles travelling eastbound except pedal cycles on A3211 Byward Street shall not proceed in any other direction other than eastwards at its junction with Trinity Square, except any day between the hours of 9:00pm-5:00am;
2) All vehicles travelling eastbound except pedal cycles on A3211 Upper Thames Street shall travel ‘ahead only’ at its junction with Arthur Street;
3) The Victoria Embankment eastbound off-slip road connecting to A201 Blackfriars Bridge is converted to two way traffic;
4) The westbound on-slip road connecting A201 Blackfriars Bridge to Victoria Embankment will be closed to all traffic, except pedestrians and pedal cycles only.
3. The roads which would be affected by the Orders are the A3211 Upper Thames Street, Cousin Lane, Arthur Street, A3211 Byward Street, Trinity Square, Shorter Street, Swan Lane, and the slip-roads connecting Blackfriars Bridge and Victoria Embankment.
4. A copy of the Orders, a map indicating the location and effect of the Orders and copies of any Orders revoked, suspended or varied by the Order can be inspected during normal office hours at the offices of:

5. Any person wishing to question the validity of the Orders or of any of their provisions on the grounds that they are not within the relevant powers conferred by the Act or that any requirement of the Act has not been complied with, that person may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
