1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. If or when the above Orders come into effect please note that the title of this Orders may be amended to reflect a forthcoming consolidation of all section 6, 45, 46, 49 traffic Orders in operation in this borough.

2. The general effect of the Orders would be:

(a) to introduce double yellow lines (“at any time” waiting restrictions) in the lengths of roads specified in Schedule 1 to this Notice (in some cases this would involve extending lengths of existing double yellow lines);

(b) to convert existing single yellow line waiting restrictions to double yellow lines (“at any time” waiting restrictions) in the lengths of roads specified in Schedule 2 of this Notice;

(c) to introduce single yellow line waiting restrictions operating from 7 a.m. to 7 p.m. on Mondays to Fridays inclusive in:

(i) Trinity Way E4 – south-east side, between its junction with Walthamstow Avenue and the south-western building wall of No. 1 Trinity Way; and

(ii) Walthamstow Avenue E4 (slip road) – north east side, between its junction with Trinity Way and a point 1 metres south-east of the south-eastern building wall of the Holiday Inn Express Motel;

(d) on both sides of Michael Road E11, convert two Pay by Phone parking places situated (1) adjacent Nos. 598 and (2) adjacent No. 600 High Road, Leytonstone to LSE permit parking places operating from 10 a.m. to 2 p.m. Mondays to Fridays inclusive;

(e) on the north-east side of West Avenue Road E17, convert a ME permit parking place outside Dane Court to a Pay by Phone parking place operating between 8.30 a.m. and 9.30 p.m. Mondays to Saturdays inclusive and between 10 a.m. and 9.30 p.m. on Sundays inclusive with 15 minutes free parking or paid-for parking with a maximum stay of 2 hours and no return within 2 hours;

(f) on the north side of Larkswood Road E4 opposite No. 2a introduce a Pay by Phone parking place 22 metres in length operating between 10 a.m. and 4 p.m. Mondays to Saturdays inclusive with 15 minutes free parking or paid-for parking with a maximum stay of 2 hours and no return within 2 hours;

Nb/ The Charges for all cashless parking places are 80 pence for 30 minutes, £1.30 per hour, £2.00 for 1hr and 30 minutes and £2.60 for 2 hours)

(g) in Kimberley Road E17– east side, (1) formally revoke the Order currently designating a single yellow line waiting restriction on this side of the road, (2) extend the existing double yellow lines “at any time” waiting restriction situated at its northern extremity southwards to a point opposite the northern building wall of No. 60 Kimberly Road, and (3) formally reduce the double yellow lines “at any time” waiting restriction situated at its junction with Billet Road by 8.7 metres; and west side convert 5.1 metres of single yellow line waiting restriction operating between 8 a.m. to 6.30 p.m. Mondays to Saturdays inclusive outside No. 174 Billet Road (the Post Office) to a Free Short Stay parking place operating from 8 a.m. to 6.30 p.m. Mondays to Saturdays inclusive with a maximum stay of 30 minutes and no return within 2 hours;

(h) in Woodville Road E11 - on the north-east side, outside the garage entrance to the rear of No. 42 Leyspring Road remove 1.3 metres of permit holder’s parking space and replace it with a single yellow line waiting restriction operating between 10 a.m. to 2 p.m. Mondays to Fridays;

(i) in Devonshire Road E17 - south-west side, reduce two short lengths of single yellow line waiting restriction and extend existing permit holder’s parking places outside No. 55 and 45 Devonshire Road to the common boundaries of Nos. 53 and 55 and Nos. 43 and 45;

(j) in Kirk Road E17 - south-west to north-east arm, (1) formalise two existing Disabled Persons Parking Places opposite the rear of Nos. 35 and 36 Richmond Close so that they would operate “at any time”; and (2) formalise a loading place opposite No. 1 Richmond Close so that it would operate “at any time”;

(k) in Wellington Road, E10 – formalise the existing single yellow line waiting restrictions situated from the existing double yellow lines “at any time” restrictions at the junction with Burwell Road (1) on the north-west side, for a distance of 42 metres and (2) on the south-east side, for a distance of 45 metres. These single yellow lines will operate between 7 a.m. to 7 p.m. on Mondays to Fridays inclusive;

(l) Cleveland Park Avenue E17 - propose to formalise as permanent Orders the existing double yellow line “at any time” waiting restrictions (after their expiration as temporary restrictions) on(1) both sides, of its junction with Hatherley Road (11.5 metres on the east side and 10 metres on the west side of the junction); reinstate to their pre-temporary Order arrangement, double yellow lines on (2) the west side,

(i) outside No. 8, extending these by 0.3 metres, formalising the existing “No Loading” “at any time” restriction at the same location and extending ME permit parking space by 6.5 metres outside No. 6;

(ii) outside Nos. 10, extending these by 1.1 metres, formalising the “No Loading” “at any time” restriction at the same location and extending ME permit parking space by 5.9 metres outside No. 12; and

(iii) outside No. 26, reducing by 2.5 metres, formalising the “No Loading” “at any time” restriction at the same location and extending ME permit parking space by 2.5 metres outside No. 26;

NB/ The original single yellow line waiting restrictions outside Nos. 6, 12 and 26 Cleveland Park Avenue before the temporary Order arrangement will be removed to allow for the extension of ME permit parking space. The operational hours for the extension of permit parking space will be between 8 a.m. and 9 p.m. Mondays to Saturdays and Sundays 10 a.m. to 9.30 p.m. inclusive;

(m) in Cleveland Park Crescent E17 - propose to formalise as permanent Orders the existing “No Loading” “at any time” restrictions (after their expiration as temporary restrictions) on (1) both sides of the northernmost arm, from its junction with Cleveland Park Avenue for a distance of 5.5 metres (adjacent Nos. 8 and 10 Cleveland Park Avenue) and (2) both sides of the southernmost arm, from its junction with Cleveland Park Avenue for a distance of 4.6 metres (adjacent Nos. 24 and 26 Cleveland Park Avenue);

(n) in Hatherley Road E17 – south side, propose to formalise as permanent Orders the existing double yellow line “at any time” waiting restrictions (after their expiration as temporary restrictions) for a distance of 14.5 metres east and for a distance of 12.5 metres west of its junction with Cleveland Park Avenue;

(o) in Higham Station Avenue E4 – formalise the existing single yellow line waiting restrictions situated at its junction with Chingford Mount Road; (1) on the north side, ending at the western boundary of No. 1, and (2) on the south side, to its western boundary of No. 2. These single yellow lines will operate between 8 a.m. to 9.30 p.m. and 4.30 to 6.30 p.m. Mondays to Fridays inclusive;

(p) in North Countess Road E17 – reduce the length of Free Short Stay Parking Places: (1) on the east side, adjacent No. 99 Billet Road by 7.2 metres from its southern end and provide a double yellow line “at any time” waiting restriction in the displaced area, and (2) west side, by 4.6 metres adjacent No. 101 Billet Road and provide a double yellow line “at any time” waiting restriction in the displaced area;

(q) in Billet Road E17 – north side, provide a 29.7 metre inset Loading Place operating “at any time” opposite and between the western kerb-line of Wigton Road and a point 1.6 metres east of No. 119 Billet Road;

(r) in Ravenswood Road E17 – south-west side of the westernmost arm, convert a free short stay and SB permit parking opposite No. 2 to four disabled parking places maximum stay of 3 hours and no return the same day;

(s) in Evanston Avenue/Winchester Road E4 – west side, from the northernmost boundary of No. 194 Winchester Road southwards for a distance of 15 metres operating between 10 a.m. and 4 p.m. Mondays to Fridays inclusive; and

(t) Make a minor correction on-street where an Order for double yellow line “at any time” waiting restriction made on 22nd May 2015 should have been placed at the southernmost entrance to Mr Clutch (Nos. 445 to 451 High Road Leyton) but was incorrectly placed immediately south of No. 455 High Road, Leyton (opposite No. 430). The double yellow line will be relocated to the southernmost entrance to Mr Clutch and removed from opposite No. 430. This will reinstate the single yellow line waiting restriction opposite No. 430 which will operate between the hours of 7 a.m. and 10 a.m. Mondays to Saturdays inclusive.

3. Copies of the Orders, the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effect of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders, at (a) the Information Desk, Town Hall, Forest Road, Walthamstow, E17 The Reception Desk and (b) the London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS.

4. Any person desiring to object to the proposed Orders or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Traffic Orders, Engineering Design, Low Hall, Argall Avenue, London, E10 7AS, quoting reference T41(15) by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
