NOTICE OF ACCEPTANCE OF AN APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR THE WREXHAM (GAS FIRED POWER STATION) ORDER

Notice is hereby given that the Secretary of State for Energy and Climate Change (“Secretary of State”) has accepted an application for a Development Consent Order (“DCO”) made by Wrexham Power Limited (“WPL”) of Park Point, 17 High Street, Longbridge, Birmingham B31 2UQ under the Planning Act 2008 (“the Application”). The Application was submitted to the Secretary of State on Friday 18 March 2016 and accepted for Examination on Wednesday 13 April 2016. The reference number applied by the Planning Inspectorate, on behalf of the Secretary of State, to the Application is EN010055.

The Application seeks consent for the construction, operation and maintenance of a new combined cycle gas turbine electricity generating station with a rated electrical output of up to 299MW at Kingmoor Park South, to the east of Bryn Lane on Wrexham Industrial Estate (“Proposed Development”), located five kilometres east of Wrexham town centre and in the County Borough of Wrexham. The Proposed Development comprises:

  • 1 Construction, operation and maintenance of a new combined cycle gas turbine electricity generating station with a rated electrical generation capacity of up to 299MW;
  • 2 Temporary and permanent laydown and car parking areas;
  • 3 Surface water drainage, landscaping and ecological mitigation works; and
  • 4 Alteration and use of the existing access road to Kingmoor Park from off Bryn Lane (“Kingmoor Park Access Road”).

If made, the DCO would, amongst other things, also make provision for:

  • 1 The compulsory acquisition by WPL of land and rights over land including the power to create new rights and impose restrictive covenants over land, required for the Proposed Development and the power to take possession of and use land temporarily for the purpose of constructing, operating and maintaining the Proposed Development.
  • 2 The compulsory acquisition by WPL of land and rights over land, including the power to create new rights and impose restrictive covenants over land, and the power to take possession of and use land temporarily for the purpose of constructing, operating and maintaining an underground gas connection pipeline and an Above Ground Installation required to provide gas to the Proposed Development (“Gas Connection”). The gas connection pipeline will be approximately 3.5km in length broadly to the south of the site of the Proposed Development and connecting the Proposed Development to the gas National Transmission System close to the Maelor Gas Works, to the north of the B5130 near Talwrn. The Gas Connection is the subject of a separate planning application to Wrexham County Borough Council under the Town and Country Planning Act 1990.
  • 3 The suspension or extinguishment of private rights or restrictive covenants over land required for the construction, operation and maintenance of the Proposed Development and of the Gas Connection;
  • 4 Street works at Kingmoor Park Access Road, Oak Road, and Maelor Gas Works Access Road and Southern Access Track as described in the Application;
  • 5 The temporary prohibition or restriction of the use of Kingmoor Park Access Road, Oak Road and Maelor Gas Works Access Road and Southern Access Track, including closure of not more than half the width of the roads mentioned as described in the Application;
  • 6 The application or disapplication of legislation relevant to the Proposed Development and described in the Application.

Environmental Impact Assessment

The Proposed Development is “EIA Development” for the purposes of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. This means that the Proposed Development constitutes development for which Environmental Impact Assessment (“EIA”) is required. The Application is therefore accompanied by an Environmental Statement.
