PROPOSED WAITING RESTRICTIONS, LOADING BAY AND PARKING PLACE CHANGES

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Order would be to:

(a) introduce new waiting restrictions operating ‘at any time’ (double yellow lines) at the locations described in the Schedule to this Notice;

(b) revoke redundant additional waiting and loading restrictions which operated in lengths of Castle Street and Priory Road on Boleyn Ground match and event days only; and

(c) make certain other changes to bring the main Waiting and Loading Restriction Order in line with the on-street layout.

3. The general effect of the East Ham Parking Places Order would be, on the south-east side of Gladstone Avenue, to provide shared-use (permit holders and paid-for parking) parking places outside Nos. 16 to 22, 32 to 38 and 40 to 48 Gladstone Avenue. The parking places would operate at the same times and be available to the same vehicles as the existing shared-use parking places in Gladstone Avenue.

4. The general effect of the Stratford Parking Places Order would be to remove 15.8 metres of shared-use parking place on the north-west side of Pitchford Street (outside Nos. 42 to 50) and replace it with ‘at any time’ waiting restrictions.

5. The general effect of the Stratford North East Parking Places Order would be to remove 8 metres of permit holder parking place on the south side of Earlham Grove (outside the two garages adjacent to No. 6) and replace it with waiting restrictions operating from 8am to 6.30pm on Mondays to Fridays inclusive (single yellow lines).

6. The general effect of the Stratford South East Parking Places Order would be to designate a permit holder parking place (already marked on street) on the north-east side of Harcourt Road, opposite No. 113 Plaistow Road, that would operate between 10am and 12 noon on Mondays to Fridays inclusive.

7. The general effect of the Stratford South West Free Parking Places Order would be to amend an existing Order so as to bring a designated free parking place in Burford Road E15 in line with the on-street layout.

8. The general effect of the Upton Park Parking Places Order would be:

(a) to shorten by 5 metres the permit holder parking place on the south-west side of Stukeley Road, adjacent to No. 160 Boleyn Road E7; and

(b) remove the permit holder parking place on the south-west side, adjacent to No. 181 Neville Road; and

(c) to introduce a new permit parking place operating between 8am and 6.30pm on Mondays to Saturdays inclusive in Selsdon Road, the north to south arm, on its west side, outside Nos. 18 to 30 Selsdon Road.

[note: it is intended that the informal doctors parking place on the north-east side, adjacent to No. 162 Boleyn Road E7 would be extended to 12 metres and relocated south-eastward by 5 metres].

9. The general effect of the Car Club Parking Places Order would be to introduce a car club parking place for two vehicles in Tarling Road, on the west side, outside St. Luke’s Community Centre.

10. The general effect of the Loading Bays Order would be:

(a) to designate the hours of the loading bay on the south-west side of Park Lane as operating between 8am and 6.30pm on Mondays to Saturdays inclusive and between 8am and 9pm on event days; and

(b) to introduce a new loading bay operating at any time in Selsdon Road, the east to west arm, the south side, adjacent to Nos. 434 to 438 Green Street.

11. Copies of the proposed Orders, together with documents giving more detailed particulars of the Orders, can be inspected from 9am to 5pm on Monday to Friday at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

13. All objections and other representations relating to any of the proposed Orders must be made in writing by 18 November 2016. All objections must specify the grounds on which they are made. 14. Anyone objecting to any of the proposed Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this Council may be obliged to make any comments in respect of this Notice open to public inspection.

• Gallions Road, various lengths;

• Gresham Road E16, adjacent to its junction with Throckmorton Road;

• Johnstone Road, adjacent to its junction with Manbrough Avenue;

• Kensington Avenue, adjacent to Browning Road (replacing existing waiting restrictions);

• Langton Avenue, adjacent to its junctions with Wolsey Avenue and Vicarage Lane E6;
