THE NORTH WEST COAST CONNECTIONS PROJECT (THE “PROJECT”)
NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (“DCO”)
Notice is hereby given that National Grid Electricity Transmission plc (the “Applicant”) of 1-3 Strand, London WC2N 5EH proposes to apply to the Secretary of State for Business, Energy and Industrial Strategy under section 37 of the Planning Act 2008 for development consent (the “Application”). The proposed Application relates to the construction of a new 400kV electrical grid connection comprising electric lines between a Grid Supply Point (GSP) substation at Moorside, near to Sellafield, Cumbria and substations at Harker, Cumbria and Middleton, Lancashire. From Moorside, the 400kV connection will be made northwards between Moorside and the existing Harker Substation to the north of Carlisle, and southwards between Moorside and the Furness peninsula and, by construction of a tunnel, between the Furness peninsula and Middleton Substation near Heysham, with a central islet. The Project is a nationally significant infrastructure project as defined under sections 14 and 16 of the Planning Act 2008.
The proposed Application would, amongst other things, seek development consent for:
1. construction of 400kV transmission connections totalling approximately 164km, being a connection between the proposed Moorside Power Station near Sellafield in Cumbria (Moorside) and Harker near Carlisle and a connection between Moorside and Middleton in Lancashire; the 400kV connection will comprise overhead lines and/or underground cables;
2. construction of a new 400kV substation at Stainburn and 400kV/132kV GSP substation at Roosecote;
3. extensions to the existing 400kV substations at Harker and Middleton;
4. relocation of the existing 400kV ZV overhead line west of Harker, to allow the new 400kV overhead line to be suitably connected into the Harker Substation using existing ZV overhead line pylons;
5. construction of a 400kV cable tunnel beneath Morecambe Bay between tunnel head houses to be constructed at Roosecote and adjacent to Middleton substation including construction of a ventilation and access/exit islet in Morecambe Bay;
6. modifications to existing 132kV and lower voltage distribution infrastructure, involving works to the existing substation at Siddick and extensions to Stainburn, Natland and Sandgate substations and a new 132kV wood pole connection from Lindal Tee to near Millom;
7. the removal of certain existing 132kV overhead lines;
8. works to modify the existing DNO 132kV and lower voltage network where necessary to allow construction of the 400kV connections;
9. installation of both buried fibre-optic cables and fibre-optic cables wrapped on certain existing overhead lines;
10. areas of mitigation, restoration and/or reinstatement;
11. development comprised in the Project including:
11.1 construction sites, lay-down areas, working areas and temporary works and structures;
11.2 site access, internal site roads, vehicle parking;
11.3 landscaping and replacement planting;
11.4 foul drainage provision and surface water management systems; and
11.5 permanent and/or temporary changes to the highway network for the Project and other access facilities;
11.6 interfaces with the national railway network to provide access to temporary rail sidings in certain locations;
12. operation of the Project;
13. the compulsory acquisition of land including rights in or over land required for the purposes of the Project, or is required to facilitate or is incidental to the Project;
14. the application and/or disapplication of legislation relevant to the Project including inter alia legislation relating to the compulsory acquisition of land; and
15. such ancillary, incidental and consequential provisions, permissions or consents as are necessary
and/or convenient.
The Project is an environmental impact assessment (EIA) development as defined in the Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. Consequently, the Applicant will submit an Environmental Statement as part of the Application. The Applicant has made preliminary environmental information available in the form of a Preliminary Environmental Information (“PEI”) Report. A non-technical summary (“NTS”) has also been prepared, together with plan(s) showing the proposed extent of the Project and other reports and information relating to the Application (together “additional consultation information”).
The additional consultation information includes: works plans showing the proposed alignment of the Project; substation layout plans; other plans, including access, natural features and historic environment; draft DCO and Explanatory Memorandum; and Options Appraisal Report and need case.

The PEI Report and additional consultation information will be on display at the above locations and times and available for inspection from 28 October 2016 until at least 6 January 2017. Copies of documents and further details about the Project can also be found on the Applicant’s website: www.northwestcoastconnections.com.
Copies of the PEI Report and additional consultation information relating to the Project may be obtained by calling the Project team on 0800 8766990 or by emailing nationalgrid@northwestcoastconnections.com, and may be requested as an electronic or paper copy.
A reasonable copying charge will apply for paper copies (up to a maximum of £750 for the full suite of documents). The documents may also be obtained free of charge on digital media, by contacting National Grid in the same manner. Any response to this consultation or representation in respect of the proposed Application should, where possible, be made in writing to nationalgrid@northwestcoastconnections.com or by post to FREEPOST NG NWCC and state the grounds of the response or representation, indicating who is making the response or representation and giving an address to which correspondence relating to the response or representation may be sent.
Any responses to, or other representations in respect of, the Project MUST be received by 5pm on 6 January 2017.
