1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers, and where reference is made to parking located partly on the footway, as though a resolution thereunto enabling is proposed under Section 15(4) of the Greater London Council (General Powers) Act 1974.
2. The general effect of the Orders would be to extend the existing Beckton Controlled Parking Zone (CPZ) in to the streets and lengths of streets specified in the Schedule to this Notice. The CPZ extension would operate from 10am to 2pm on Monday to Friday inclusive (referred to below as “the operational hours”) and the provisions in the CPZ extension would include:
• Parking places for permit holders only (marked out on the carriageway or, where indicated, partly on the footway) during the operational hours in Allhallows Road, Ambassador Gardens, Andrewes Gardens, Angelica Drive, Barry Road, Beaufort, Bradley Stone Road, Columbine Avenue, Concorde Drive, County Road, Covelees Wall, Cow Leaze, Dewberry Gardens, Downings, Dunnock Road, Edmund Hurst Drive, Eisenhower Drive, Evelyn Denington Road, Gallions Road, Hallywell Crescent, Harrier Way, Horse Leaze, Kingfisher Street, Kirkham Road (partly on the footway), Leamouth Road, Linton Gardens, Lovage Approach, Neatscourt Road, Newark Knok, Nightingale Way, Northumberland Road, Oliver Gardens, Oxleas, Pembroke Road, Peridot Street, Peverel, Remington Road, Searles Drive, Stonewall, Sudbury, Swallow Street, Swan Approach, Tunnan Leys, Valiant Way, Viscount Drive, Warwall, Winsor Terrace and Yarrow Crescent;
• Parking for permit holders only (indicated by the sign “Permit holders parking only past this point” without marked out parking places on the carriageway) during the operational hours in Aaron Hill Road, Abbess Close, Allhallows Road (south of Nos. 15/17), Amy Warne Close, Angelica Drive (the north to south arm), Ashen, Ashwell Close, Beacons Close, Begonia Close, Bellflower Close, Beryl Avenue, Bondfield Road, Bowyer Close, Bracken Close, Bradymead, Burlington Close, Chardwell Close, Cowan Close, Crayford Close, Denny Close, Derifall Close, Dundonald Close, Dunnock Road (the northernmost east to west arm and the southernmost east to west arm), Elmley Close, Firefly Gardens, Fraser Close, Garnet Walk, Greencroft Close, Greenwich Crescent, Hallywell Crescent (the parking area lying between Nos. 1 to 7 and 8 to 14 and the parking area lying between Nos. 98 to 104 and 105 to 111), Hawksmoor Close, Ireland Close, Iris Close, Juniper Lane, Kestrel Avenue, Kingfisher Street (north of Peridot Street), Kirkham Road (between Woodgate Close and the common boundary of Nos. 54 and 56 Kirkham Road), Latham Close, Leamouth Road (the north to south arm lying north of Woodhatch Close), Lindwood Close, Lobelia Close, Maplecroft Close, Moncrieff Close, Neatscourt Road (the north to south arm), Nightingale Way (the north to south carriageway lying between the east to west carriageway of Nightingale Way and Peridot Street), Nightingale Way (the east to west carriageway lying west of Beryl Avenue), Oakley Close, Oliver Gardens (the east to west arm lying north of Nos. 12 to 18), Orchid Close, Osprey Close, Partridge Square, Pepper Close, Pintail Close, Redstart Close, Remington Road (the east to west carriageway lying between Linton Gardens and Woodgate Close), Robin Crescent, Robson Close, Routh Street, Sage Close, Saltley Close, Selby Close, Sorrel Gardens, Stonechat Square, Stonewall (the east to west carriageway lying east of Beaufort), Tulip Close, Tynemouth Close, Viking Gardens, Waverley Gardens, Weymouth Close, Wheatfields, Wintergreen Close, Woodget Close, Woodhatch Close and Yarrow Crescent (the northern crescent arm lying between Nos. 3 and 14);
• ‘Shared use’ parking places (permit holders and charged short-stay parking) in Dove Approach, Hallywell Crescent, Harrier Way, Tollgate Road and Warwall in which vehicles displaying a valid permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 30 minutes (no return within 1 hour) at a charge of £1;
• ‘Shared use’ parking places (permit holders and charged short-stay parking) in Bradley Stone Road, Columbine Avenue, Covelees Wall, Downings, Edmund Hurst Drive, Elsenhower Drive, Harrier Way, Linton Gardens, Newark Knok, Nightingale Way, Northumberland Road, Oliver Gardens, Searles Drive, Valiant Way, Winsor Terrace and Yarrow Crescent in which vehicles displaying a valid permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 2 hours (no return within 1 hour) at a charge of £2 for up to 1 hour or £3 for up to 2 hours;
• ‘Shared use’ parking places (permit holders and charged short-stay parking) in Ambassador Gardens, Andrewes Gardens, Angelica Drive, Beaufort, Concode Drive, Dakota Gardens, Dunnock Road, Evelyn Denington Road, Hallywell Crescent, Harrier Way, Jack Dash Way, Kingsford Way, Tunnan Leys and Warwall in which vehicles displaying a valid permit may be left during the operational hours without time limit and vehicles without a permit may be left during the operational hours for a maximum period of 4 hours (no return within 1 hour) at a charge of £2 for up to 1 hour or £3 for up to 2 hours or £4 for up to 4 hours;
• ‘Short stay’ parking places in Allhallows Road in which vehicles may be left during the operational hours for a maximum period of 30 minutes (no return within 1 hour) at a charge of £1;
• ‘Short stay’ parking places in Tollgate Road in which vehicles may be left during the operational hours for a maximum period of 1 hour (no return within 1 hour) at a charge of £2;
(Payment of the above parking charges would be by means of the Council’s cashless payment system by making an approved credit/debit card payment by mobile phone or via the internet.)
• ‘Any zone permit’ parking places in Barry Road, Columbine Avenue, County Road, Cow Leaze, Dewberry Gardens, Downings, Edmund Hurst Drive, Evelyn Denington Road, Harrier Way, Horse Leaze, Kingfisher Street, Leamouth Road, Neatscourt Road, Newark Knok, Peridot Street, Swan Approach and Valiant Way in which vehicles displaying any parking permit valid within a Controlled Parking Zone within the London Borough of Newham may be left during the operational hours for a maximum period of 20 minutes (no return within 1 hour);
• Disabled resident parking places, operating at any time, in which vehicles used by residents who meet the Council’s current criteria for provision of disabled persons’ parking places and display a valid disabled resident permit may be left without time limit in Allhallows Road, Andrewes Gardens, Dewberry Gardens, Kirkham Road (partly on the footway), Newark Knok, Newham Way, Remington Road, Tollgate Road and Winsor Terrace;
• The revocation of any redundant disabled persons’ parking places and the conversion of existing disabled persons’ parking places at residential addresses to new disabled resident parking places;
• Car club parking places, operating at any time, for the use of vehicles displaying a valid car club permit in Andrewes Gardens, Covelees Wall, Dakota Gardens, Evelyn Denington Road, Newark Knok, Northumberland Road, Swallow Street, Tollgate Road and Winsor Terrace;
• Electric vehicle charging places, operating at any time, for the use of electric vehicles only in Bradley Stone Road and Newark Knok; and
• Waiting restrictions operating either during the operational hours or ‘at any time’.
3. Residents and businesses whose main address falls within the streets specified in the Schedule to this Notice would be eligible to apply for permits to use the permit holder’s parking places. The annual fee for a resident’s parking permit would be free for the first vehicle in a household, £100 for the second vehicle and £200 for the third vehicle and each additional vehicle thereafter. The fees for business permits would be £175 for 3 months, £350 for 6 months and £600 for a year. Disabled resident parking permits would be issued free of charge. Residents’ visitor permits (£12 for 10 permits valid for up to six hours continuous parking; £15 for 5 permits valid for up to ten hours and £25 for 5 permits valid for up to 24 hours); carers’ permits (£10 per year); school visitors’ permits (£15 for 10 permits valid for up to three hours), trade parking permits (£2 per day or £10 per week) and care home permits would also be available.
4. The general effect of the Disabled Persons Community Parking Order would be to designate disabled persons’ parking places operating from 8am to 6.30pm daily in Stansfeld Road outside Newham City Farm within the proposed Custom House CPZ for use by disabled (blue) badge holders only. Vehicles may be left for a maximum period of 3 hours (no return within 2 hours).
5. Copies of the proposed Orders, together with documents giving more detailed particulars of the Orders, can be inspected between 9am and 5pm on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

7. All objections and other representations relating to any of the proposed Orders must be made in writing by 31 August 2017. All objections must specify the grounds on which they are made. 8. Persons objecting to the Orders should be aware that in view of the Local Government (Access to Information) Act 1985 this Council may be legally obliged to make any comments in response to this Notice open to public inspection.
