ULTRA LOW EMISSION ZONE

• TIGHTENING OF EMISSION STANDARDS FOR HEAVY VEHICLES LONDONWIDE IN OCTOBER 2020

• EXPANSION OF GEOGRAPHICAL AREA OF ULEZ TO INNER LONDON IN OCTOBER 2021

TRANSPORT FOR LONDON (“TfL”), as the charging authority, hereby gives notice that on the 7 June 2018 the Mayor of London confirmed the Greater London Low Emission Zone Charging (Variation and Transitional Provisions) Order 2018 (“the Variation Order”) with the modifications described below.

The Variation Order made by TfL on 21 May 2018 and makes changes to the Greater London Low Emission Zone Charging Scheme (“the Charging Scheme”) as contained in the Schedule to the Greater London Low Emission Zone Charging Order 2006 (as amended), principally to: -

(1) Make Euro VI the required vehicle emissions standard of the existing London-wide Low Emission Zone (LEZ) from 26 October 2020 (this affects heavy vehicles: buses, coaches and HGVs and other heavy specialist vehicles).

(2) Expand the geographical area of the Ultra Low Emission Zone (ULEZ) for light vehicles (cars, vans and motorcycles) from Central London to Inner London (up to the North and South Circular roads) from 25 October 2021.

(3) Change the definition of the historic vehicle exemption so that all vehicles that have a 'historic' vehicle tax class or are DVLA registered prior to 1 January 1973 will be exempt from ULEZ emission standards and charges.

(4) Bring forward the end date of the current 100 per cent discount (“sunset period”) for registered residents of the central London ULEZ area (which starts operation on 8 April 2019) so that it ends on 25 October 2021 when the expansion of the ULEZ to Inner London takes place.

(5) Rename the Charging Scheme as the “London Emission Zones Charging Scheme” and to make other provision and amendments connected with the above matters.

The Mayor confirmed the Variation Order with modifications: (1) from 8 April 2019 (a) to extend the existing 3 year sunset period for Disabled Tax Class Vehicles until 26 October 2025 and (b) to introduce a new sunset period for licensed Private Hire Vehicles adapted for wheelchair access until 26 October 2025; (2) to introduce a new sunset period from 25 October 2021 until 29 October 2023 for minibuses purchased before 8 June 2018 that are operated under a permit issued under section 19 or section 22 Transport Act 1985; and (3) to make a correction concerning the level of penalty charge notices (£2,000 or £1,000) depending on whether a vehicle does not meet Euro VI NOx and PM standards but does meet Euro IV PM standards.

The Variation Order (as modified) took effect on 8 June 2018.
