THE NEWHAM (LOADING BAYS) (NO. 1, 2000) (AMENDMENT NO. 6) ORDER 2018

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 26 November 2018 made the above mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the disabled resident parking places Orders will be to:

(a) designate disabled resident parking places for use only by persons who are resident within the East Ham, Green Street North, Stratford and Upton Park Controlled Parking Zones (CPZs), who meet the current criteria for provision of parking places for disabled persons and who display disabled resident parking permits on their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g. to load or unload goods or pick up or set down passengers. Parking places will be designated outside each of the following locations:-

East Ham Controlled Parking Zone - Nos. 29/31 Bedford Road E6; Nos. 158/160 Browning Road E12; Nos. 173/175 Byron Avenue E12; No. 195 Byron Avenue E12; No. 107 Caulfield Road E6; No. 230 Clements Road E6; Nos. 17/19 Gladstone Avenue E12; Nos. 15/17 Holland Road E6; Nos. 31/33 Lawrence Road E6; Nos. 63/65 Lincoln Road E6; Nos. 182/184 Shakespeare Crescent E12; No. 5 Thorpe Road E6 and Nos. 18/20 Thorpe Road E6;

Green Street North Controlled Parking Zone – Nos. 60/62 Chaucer Road E7; Nos. 66/68 Chaucer Road E7; Nos. 16/18 Cheshunt Road E7; Nos. 25/27 Gower Road E7; Nos. 39/41 Gower Road E7; Nos. 35/37 Halley Road E7; No. 53 Henderson Road E7; No. 2 Kitchener Road E7; Nos. 27/29 Strone Road E7; Nos. 9/11 Upton Lane E7 and Nos. 51/53 Wyatt Road E7;

Stratford Controlled Parking Zone – Nos. 12/15/18 Chatsworth Road E15; Nos. 53/75 Kerrison Road E15 and Nos. 22/24 Tennyson Road E15;

Upton Park Controlled Parking Zone – Nos. 58/60 Cromwell Road E7; Nos. 22/24 Dorset Road E7; No. 48 Harold Road E13; Nos. 145/147 Harold Road E13; Nos. 44/46 Penge Road E13; Nos. 56/58 Prestbury Road E7; Nos. 83/85 Rochester Avenue E13; Nos. 80/82 St Stephen’s Road E6 and Nos. 34/36 Walpole Road E6;

(b) relocate the disabled resident parking places (i) outside Nos. 207 to 225 Queen’s Road E13 (Upton Park CPZ) so that it will lie 5.2 metres east of its current location and (ii) in Palmerston Road adjacent to No. 55 Whyteville Road E7 (Green Street North CPZ) so that it will lie 5.5 metres north of its current location;

(c) lengthen the existing disabled resident parking places outside the following locations: (i) No. 9 Clements Road E6 (East Ham CPZ) by 0.9 metre eastward and (ii) No. 9 Dunbar Road E7 (Green Street North CPZ) by 1 metre eastward; and

(d) revoke redundant disabled resident parking places in various roads.

3. The general effect of the parking place and loading bay Orders will be to:-

(a) amend the designation of existing parking places so as to take account of the designation of disabled resident parking places as set out in paragraph 2 above;

(b) remove a length of shared use parking place in Tennyson Avenue (East Ham CPZ) at the rear of No. 10 Woodhouse Grove which will be replaced by double yellow lines (see paragraph 4 below);

(c) introduce a shared use parking place in Westbury Terrace outside the doctor’s surgery (Green Street North CPZ) which will operate on Saturdays from 8am to 6.30pm in which vehicles displaying a valid permit may be left during the operational hours without time limit. All other vehicles may park during the operational hours free of charge for a maximum of 2 hours with no return to that parking place within 1 hour;

(d) transfer a short length of the south-east side of Stafford Road E7 (between the south-western kerb-line of Shrewsbury Road and a point 10.5 metres south-west of that kerb-line) from Monega CPZ to East Ham CPZ;

(e) introduce a dual-use loading bay/30 minute maximum stay (no return within 1 hour) pay by phone parking place outside Nos. 106 and 108 Woodgrange Road E7 (this will operate as a loading bay between 6am and 10am and between 4pm and 7pm every day with loading/unloading restricted to 30 mins, no return within 1 hour, and as a parking place between 10am and 4pm every day with a charge of one pound for 30 minutes);

(f) introduce a dual-use loading bay/30 minute maximum stay (no return within 1 hour) pay by phone parking place outside No. 26 Station Road E12 (this will operate as a loading bay between 10am and 2pm on Monday to Saturday with loading/unloading restricted to 1 hour, no return within 2 hours, and as a parking place between 9am and 10am and 2pm and 5pm on Monday to Saturday with a charge of one pound for 30 minutes); The dual-use bay will replace the existing loading bay currently operating Monday to Sunday between 7am and 7pm; and

(g) introduce a dual-use loading bay/1 hour maximum stay (no return within 1 hour) pay and display parking place in Carlyle Road adjacent to the flank wall of No. 28 Station Road E12 (this will operate as a loading bay between 10am and 2pm on Monday to Saturday with loading/unloading restricted to 1 hour, no return within 2 hours, and as a parking place between 9am and 10am and 2pm and 5pm on Monday to Saturday with a charge of two pounds for 1 hour);

4. The general effect of the waiting and loading restriction Order will be to:

(a) convert the existing length of single yellow line outside (i) Nos. 121/125 Milton Avenue E6; (ii) Nos. 18 to 20 Manbey Street E15 and (iii) Nos. 11 to 25 Simon’s Walk E15 to double yellow lines operating ‘at any time’;

(b) convert a length (approximately 5 metres) of existing double yellow lines operating ‘at any time’ in Chargeable Lane outside the western boundary of No. 12 to a single yellow line operating between 10am and 2pm on Monday to Friday;

(c) introduce a length (approximately 10 metres) of double yellow lines operating ‘at any time’ in Tennyson Avenue at the rear of No. 10 Woodhouse Grove which will replace a length of existing shared use parking place; and

(d) remove a short length of double yellow line in St. John’s Road E6 opposite No. 1 to allow for the designation of 2 community disabled parking places (see paragraph 5(b) below).

5. The general effect of the disabled persons community parking Order will be to designate disabled persons’ parking places at the following locations:

(a) No. 8 Neville Road E7 and No. 16 Neville Road E7 (Upton Park CPZ) operating ‘at any time’ with a 3 hour maximum stay and no return to that parking place within 2 hours; and

(b) Opposite No. 1 St. John’s Road E6 (East Ham CPZ) (2 parking places) operating on Monday to Sunday from 8am to 8pm with a 3 hour maximum stay and no return to those parking places within 2 hours.

These parking places will be for use without charge by Disabled (Blue) Badge holders only.

6. The general effect of the doctor parking places Order will be to reduce the operational hours of the existing doctor parking place in Westbury Terrace E7 from 8am to 8pm daily to 8am to 8pm on Monday to Friday and 8am to 8pm on Sunday.

7. Copies of the Orders, which will come into force on 10 December 2018, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU for a period of six weeks from the date on which the Orders were made.

8. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
