M54 TO M6 LINK ROAD

NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER

HIGHWAYS ENGLAND COMPANY LIMITED of Bridge House, 1 Walnut Tree Close, Guildford, GU1 4LZ (“the Applicant”) proposes to make an application (“the Application”) under Section 37 of the Planning Act 2008 to the Secretary of State for Transport for a Development Consent Order.

The Application is for the proposed M54 to M6 Link Road in South Staffordshire.

The scheme’s main proposals in summary are:

To provide a new link road that will improve journey times and reliability on the motorway and local road networks. The scheme will include:

• A new link road of approximately 2.5 km (1.6 miles) in length between the M54 junction 1 and the M6 junction 11

• A new junction at M54 junction 1 to provide direct links to and from the M54

• Realignment of Hilton Lane over the new link road

• A new junction at M6 Junction 11 with junction capacity improvements and changes proposed to Mill Lane

• In addition, any necessary rights and powers will be sought to ensure delivery of the scheme, including compulsory acquisition.

The scheme is an Environmental Impact Assessment development (“EIA development”), as defined by The Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. An Environmental Statement will be submitted as part of the Application. Preliminary Environmental Information (“PEI”) forms part of the consultation material.

Consultation on the proposals will take place from 24 May 2019 to 5 July 2019. Copies of the consultation materials - including documents, plans and maps showing the nature and location of the proposed development and the PEI - will be available for inspection free of charge during the consultation at the following locations and times:

Responses must be received no later than 23:59 hours on Friday 5 July 2019.

Highways England will consider and have regard to all responses when developing the Application for a Development Consent Order once consultation has closed. Responses will form the basis of a Consultation Report that will be one of the factors taken into consideration by the Secretary of State when deciding whether the Application can be accepted for examination. Therefore, in providing any comment, it should be borne in mind that the substance of it may be communicated to others as part of the Consultation Report.
