THE A46 TRUNK ROAD (COVENTRY JUNCTIONS UPGRADE (BINLEY)) COMPULSORY PURCHASE ORDER 2019

NOTICE IS HEREBY GIVEN that Highways England Company Limited, a Strategic Highways Company (Company No. 9346363, “Highways England”), has made the following Order and intends to submit the Order to the Secretary of State for Transport for confirmation:

An Order under Sections 239, 240, 241, 242, 246 and 250 of the Highways Act 1980. The Order, if confirmed, will authorise Highways England to purchase compulsorily the land and the rights described below for the purpose of:

1) the improvement of the A46 Coventry Eastern Bypass Trunk Road between Oaktree Road and B4428 Brinklow Road;

2) the construction of new trunk roads to connect to the above mentioned highway with the existing A46/A428 detrunked roundabout at Binley Woods;

3) the improvement of existing highways in the vicinity of the route of the above mentioned highway in pursuance of THE A46 TRUNK ROAD (COVENTRY JUNCTIONS UPGRADE (BINLEY)) (SIDE ROADS) ORDER 2019;

4) the use of land in connection with the construction or improvement of highways or with the carrying out of works authorised under the THE A46 TRUNK ROAD (COVENTRY JUNCTIONS UPGRADE (BINLEY)) (TRUNKING) ORDER 201[ ] AND THE A46 TRUNK ROAD (COVENTRY JUNCTIONS UPGRADE (BINLEY)) (SIDE ROADS) ORDER 2019; and

5) mitigating the adverse effects which the existence or use of the highways proposed to be constructed or improved will have on the surroundings thereof.

A copy of the Order and the map referred to therein may be inspected on the Highways England website at www.highwaysengland.co.uk/projects/a46-coventry-junctions-upgrade and free of charge by appointment at Highways England, 2 Colmore Square, 38 Colmore Circus, Birmingham B4 6BN. Copies have also been deposited and may be inspected free of charge during normal working hours at Coventry City Council, The Council House Earl St Coventry CV1 5RR; Warwickshire County Council Shire Hall Warwick CV34 4RL; Rugby Borough Council Town Hall Evreux Way Rugby CV21 2RR; Willenhall Community Library Hagard Community Centre Remembrance Road Coventry CV3 3DG; Wolston Library Warwick Rd Wolston Coventry CV8 3HB.

Any objection to the Compulsory Purchase Order must be made in writing to the Secretary of State at the National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle Business Park, Newcastle upon Tyne, NE4 7AR, or by email to nationalcasework@dft.gsi.gov.uk to arrive before 20/09/2019 and should state the title of the Order, the grounds of objection and the objector’s address and interests in the land.

In the preparation of an objection and the statement of the grounds of objection, it should be borne in mind that the substance of any objection or representation may be made public and communicated to other people who may be affected by it.

If you submit an objection or comment, your personal data and correspondence will be passed to Highways England to enable your objection to be considered. If you do not wish your personal data to be forwarded, please state your reasons when submitting your objection and the Secretary of State will copy your representations, with your name and address removed, to Highways England; if there is to be a Public Local Inquiry they will then be seen in that form by the public and the Inspector, who may give them less weight as a result. Highways England may disclose your representations, with your name and address removed, to other parties.
