(BROMLEY TOWN CENTRE)
NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers.
The effect of the Orders would be to:-
(a) introduce a new Controlled Parking Zone within the existing Bromley Town Centre (Zone A) in Aylesbury Road; Churchill Way; Elmfield Park; Elmfield Road; Ethelbert Road; High Street (between Bromley South railway station and Ethelbert Road); Newbury Road; Palace View (the western arm, between Elmfield Road and Rafford Way); Ravensbourne Road and Ringer’s Road;
(b) amend the hours of operation of all existing single yellow line waiting restrictions in the new Zone from 8.30am – 6.30pm on Mondays to Saturdays and 10am – 5pm on Sundays to 8am – 8pm on Mondays to Saturdays and 10am – 5pm on Sundays;
(c) remove the Permit Holders only element (Monday to Saturday 6.30pm-8pm) from all existing shared use bays in Church Road, Ethelbert Road, Ravensbourne Road, Ringers Road and South Street;
(d) amend the hours of operation of the taxi rank in Elmfield Park as specified in the Schedule to this notice;
(e) amend the hours of operation of all existing Pay and Display and/or Shared Use bays in Aylesbury Road; Churchill Way; Elmfield Park; Elmfield Road; Ethelbert Road; High Street (between Bromley South railway station and Ethelbert Road); Palace View (the western arm, between Elmfield Road and Rafford Way); Ravensbourne Road and Ringer’s Road from 8.30am – 6.30pm on Mondays to Saturdays and 10am – 5pm on Sundays to 8am – 8pm on Mondays to Saturdays and 10am – 5pm on Sundays. Permit holders ‘A’ may park in all Shared Use bays between 8am - 9.30am and 4.30pm - 8pm on Monday to Saturday and between 10.00am – 5.00pm on Sunday with no additional charge. N.B. Maximum stays and tariffs to remain unchanged;
(f) amend all existing Resident Permit bays (11am-3pm Monday to Saturday) in Aylesbury Road and Newbury Road to Permit Holder Only bays (At Any Time), except those mentioned in (g) below;
(g) amend the resident permit bays in Aylesbury Road outside Nos. 8-11, outside St Marks Primary school and in Newbury Road opposite Nos. 10-16 to Shared Use Bays as specified in the Schedule to this notice;
(h) remove 8m of Permit Holder parking space outside Nos. 54 & 56 Newbury Road and replace with single yellow line waiting restrictions;
(i) amend the existing Shared Use bays on the north west side of Ethelbert Road (between Ethelbert Close and Ravensbourne Road) to Pay and Display only as specified in the Schedule to this notice;
(j) introduce additional Shared Use bays in Aylesbury Road (rear of No. 79 Newbury Road); outside No. 17 Ethelbert Road and outside No. 11 Ravensbourne Road as specified in the Schedule to this notice;
(k) remove two existing Shared Use bays outside Ethelbert Court, Ethelbert Road and replace with single yellow line waiting restrictions, and introduce an additional Shared Use bay outside No. 11 as specified in the Schedule to this notice;
(l) amend the existing Shared Use bay outside No. 13 Ethelbert Road to a Permit Holder only bay;
(m) amend the existing Shared Use bays outside Nos. 29-31, 51, 52-54 and 53 Ravensbourne Road to Permit Holder only bays;
(n) amend the existing Shared Use bays outside No. 63 Ravensbourne Road to Permit Holder Only bays and extend by 6m outside No. 65. Details of prohibitions and exemptions for certain vehicles and persons are contained in the original Orders.
A copy of the proposed orders, of the plans of the schemes and of the Council's statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays at the Bromley Civic Centre, Stockwell Close, Bromley, Kent.
ANY person wishing to object to the proposed Orders should send a statement in writing of their objection and the grounds thereof to the Director of Environment and Public Protection, Civic Centre, Stockwell Close, Bromley, BR1 3UH, quoting reference ADE(TP)/RP/T100/681 not later than 4th December 2019.
Persons objecting to the proposed orders should be aware that under the provisions of the Local Government (Access to Information) Act 1985, any comments received in response to this Notice may be open to public inspection.

WAITING RESTRICTIONS
No Waiting At Any Time:-
AYLESBURY ROAD, Bromley, (a) the southernmost north west to south east arm, both sides, (i) from the north western kerbline of Westmoreland Road north westwards for a distance of 7m; (ii) from the south eastern kerbline of the south west to north east arm south eastwards for a distance of 9m; (b) the south west to north east arm, the south east side, from a point 10m south west of the south western kerbline of the southernmost north west to south east arm north eastwards to its junction with Newbury Road.
HAYES ROAD, Bromley, (a) the west side, from the south eastern kerbline of Westmoreland Road southwards to a point 4m south of a point opposite the northern flank wall of No. 1; (b) the east side, from the south eastern kerbline of Westmoreland Road southwards to the northern flank wall of No. 1.
WESTMORELAND ROAD, Bromley, (a) the south east side, from a point 2m south west of the north eastern boundary of North House, Hayes Road south westwards to a point 1m north east of a point opposite the party wall of Nos. 22 & 24; (b) the north west side, from a point 10m north east of the north eastern kerbline of Aylesbury Road south westwards to a point 10m south west of the south western kerbline of Aylesbury Road.
TAXI RANKS
No stopping between midnight and 8am and between 8pm and midnight on Mondays to Saturdays inclusive, and between midnight and 10am and between 5pm and midnight on Sundays, except taxis:-
ELMFIELD PARK, Bromley, the north to south arm, the east side, from a point 9.5m north of the northern kerbline of the southernmost west to east arm of Elmfield Park north westwards for a distance of 15.5m.
PAY AND DISPLAY PARKING PLACES
Pay and Display parking between 8am and 8pm on Mondays to Saturdays inclusive, and between 10am and 5pm on Sundays, except Public Holidays and Bank Holidays. £1.90 per hour – 2 hour maximum stay:-
ETHELBERT ROAD, the north west side, from a point opposite the eastern kerbline of Ravensbourne Road to a point 2m south west of the western kerbline of Ethelbert Close (approx. 19 parking spaces).
SHARED USE PARKING PLACES
Pay by Phone parking between 8am and 8pm on Mondays to Saturdays inclusive, and between 10am and 5pm on Sundays, except Public Holidays and Bank Holidays. £1.40 per hour – 4 hour maximum stay. Permit holders ‘A’ may park between 8am - 9.30am and 4.30pm - 8pm on Monday to Saturday and between 10.00am – 5.00pm on Sunday with no additional charge. Permits £100 per annum per vehicle:-
AYLESBURY ROAD, (a) the north east side, (i) from the party wall of Nos. 7 & 8 north westwards to a point 2m south east of the party wall of Nos. 11 & 12 (3 parking spaces); (ii) from the rear common boundary of Nos. 77 & 79 Newbury Road north westwards for a distance of 10m (2 parking spaces); (b) the south west side, from a point 8m north west of a point opposite the north western boundary of No. 40 north westwards for a distance of 28m (5 parking spaces).
NEWBURY ROAD, the odd numbered side, from a point 1m north west of a point opposite the party wall of Nos. 8 & 10 north westwards for a distance of 18m (3 parking spaces).
