1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey on 1 April 2021 made the above mentioned Orders under sections 9, 10 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the experimental Orders will be to introduce:-
(a) Timed pedestrian and cycle zones in which motor vehicles, except for those issued a permit would be prohibited from entering, during school term times, between the prescribed hours below and when the appropriate signs are on display:

Those eligible for permits include residents who reside within the premises as detailed below, Medical practitioners attending those residing in the zone, disabled badge holders who reside outside the zone but require essential access, disabled badge holders who own or rent an allotment within zone SS10 and require access to said allotment, school buses and vehicles used in the transport of children and adults with special access needs in relation to the below schools. All vehicles will be allowed to exit the zone whilst it is in operation.

Somerset Road – BOTH SIDES: From the eastern kerb line of Rycroft Way east for its entire remaining length
Hale Gardens – EAST SIDE: From its junction with High Cross Road south 5 metres. WEST SIDE: From its junction with High Cross Road south 5 metres.
High Cross Road – SOUTH SIDE: From the eastern kerb line of Hale Gardens east for 5 metres.
(d) No Waiting at Any Time/No Loading at Any Time restrictions on the following lengths of road:
Walton Road N15 – EAST SIDE: from its junction with Newton Road/Harold Road, north for approximately 7.3 metres. Walton Road N15 – WEST SIDE: from its junction with Newton Road/Harold Road, north for approximately 8.9 metres.
Newton Road/Harold Road – NORTH SIDE: From the eastern kerb line of Walton Road, east for approximately 7.75 metres. Newton Road/Harold Road – NORTH SIDE: From the western kerb line of Walton Road, west for approximately 5.6 metres.
(e) No Waiting at Any Time on Barratt Avenue NORTH EAST SIDE/SOUTH EAST SIDE: From the shared property boundary of No.18/16 to the shared property boundary of No.12/10.
(f) Revoke resident permit holders only Mon-Sat 8am-6.30pm Zone WG Barratt Avenue – NORTH EAST SIDE: From the shared property boundary of No.18 & No.16 south east for approximately 2.3 metres.
(f) No Stopping Mon – Fri 8am – 5pm on School Entrance Marking on the following lengths of road:
Welbourne Road – BOTH SIDES: From a point approximately 1 metre west of the western property boundary of No.352 east for its entire remaining length.
Nightingale Road – EAST SIDE: (i) from the shared property boundary of No. 137/139 north for approximately 27 metres. (ii) from a point approximately 1.5 metres north of the shared property boundary of No. 129/131 south for approximately 29 metres.
3. DATE OF OPERATION: The Orders will come into operation on 19 April 2021 and is due to last for a maximum of 18 months.
4. The Orders provide that in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the delegated authority of the London Borough of Haringey, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or any provision thereof.
5. The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under the relevant sections of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders came into force or, if the Orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and be sent to Traffic Management Group, River Park House, 1st floor, 225, High Road, Wood Green, N22 8HQ or by email to traffic.orders@haringey.gov.uk.
6. Copies of the Orders, of the Council’s statement of reasons for making the Orders, together with plans showing the location and effect of the Orders may be either: inspected by appointment at the Reception Desk, Alexandra House, 10 Station Road, Wood Green, London N22 7TR; or viewed online at www.haringey.gov.uk/traffic_orders; from the date of this Notice until the end of a period of six weeks from the date on the Orders are made, or the Council decides not to make the Orders.
7. If any person wishes to question the validity of the Orders or of any of its provisions on the grounds they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
