The Department of Health has made a Statutory Rule entitled "The Health Protection (Coronavirus, International Travel, Operator Liability and Information to Passengers) (Amendment No. 11) Regulations (Northern Ireland) 2021", (S.R. 2021 No. 323), which came into operation at 4.00 am on 07 December 2021.

This rule amends the Health Protection (Coronavirus, International Travel) Regulations (Northern Ireland) 2021 (S.R. 2021 No.99) ("the principal Regulations") and the Health Protection (Coronavirus, International Travel, Operator Liability and Information to Passengers) Regulations (Northern Ireland) 2021 (S.R. 2021 No. 102) ("the Operator Liability Regulations").

The principal Regulations are amended as follows: regulation 4 provides that the passenger locator form must be completed 48 hours before arrival in Northern Ireland; regulation 5 deals with the requirement for an eligible non-red list arrival to have, and produce evidence of, a negative test result, and apply that requirement to children aged 12 years and over; regulation 6 provides that the enforcement of self-isolation can apply to children who fail to comply with the self-isolation rules irrespective of whether they have arrived from a red list or non-red list country; regulation 7 provides for the requirement that the sample taken for a pre-departure test is taken no more than two (rather than three) days before departure.

The Operator Liability Regulations are amended as follows: regulation 9 makes a technical amendment to the definition of the principal Regulations for the purposes of the Operator Liability Regulations.
