Notice is hereby given that SSE Thermal Generation (Scotland) Limited (the ‘Applicant’), company registration number SC664055, with its registered office at Inveralmond House, 200 Dunkeld Road, Perth, Scotland, PH1 3AQ, has applied to the Scottish Ministers for consent under Section 36 of the Electricity Act 1989 to construct and operate a low carbon combined cycle gas turbine generating station with a capacity of up to 910 megawatts, including carbon capture plant and ancillary development (together the ‘Proposed Development’) on land at and within the vicinity of Peterhead Power Station, Boddam, approximately 1.5 kilometres south of Peterhead, Aberdeenshire, AB42 3BZ (centred on National Grid Reference 412597, 842972). The Proposed Development is known as the Peterhead Low Carbon CCGT Project and is subject to an Environmental Impact Assessment (EIA). An EIA Report has been produced to accompany the application for Section 36 consent.

The Applicant has also requested a direction from the Scottish Ministers under Section 57(2) of the Town and Country Planning (Scotland) Act 1997 that planning permission for the Proposed Development be deemed to be granted.

A copy of the application, with a plan showing the land to which it relates, together with a copy of the EIA Report setting out the Applicant’s proposals in more detail and presenting an analysis of the environmental effects, is available for public inspection, free of charge on the project website: https://www.ssethermal.com/flexible-generation/development/peterhead-carbon-capture/ or on the Scottish Government Energy Consents website: www.energyconsents.scot under application reference ECU00003433.

Copies of the EIA Report and the other application documents may be obtained from the Applicant (telephone: 0800 211 8270 or email: ThermalEnquiries@sse.com) at a charge of £500 per hard copy and £15 for a USB. Copies of the Non-Technical Summary are available free of charge.

Hard copies of the application documents can be viewed free of charge at Aberdeenshire Council, Buchan House, St Peter Street, Peterhead, AB42 1QF, Monday to Friday – 8:45am to 12:30pm & 1:30pm to 5:00pm

Any representations to the application may be submitted via the Scottish Government, Energy Consents Unit website at www.energyconsents.scot/Register.aspx; by email to the Scottish Government, Energy Consents Unit mailbox at representations@gov.scot; or by post to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the development and specifying the grounds for representation. Please note that there may be a delay in the Energy Consents Unit receiving representations by post.

Written or emailed representations should be dated, clearly stating the name (in block capitals), full return email and postal address of those making representations. Only representations sent by email to representations@gov.scot will receive acknowledgement.

All representations should be received no later than Friday 13th May 2022, although Ministers may consider representations received after this date.

Any subsequent additional information which is submitted by the Applicant will be subject to further public notice in this manner, and representations to such information will be accepted as per this notice.

As a result of a statutory objection from the relevant planning authority, or where Scottish Ministers decide to exercise their discretion to do so, Scottish Ministers can also cause a Public Inquiry to be held.

Following examination of the environmental information, Scottish Ministers will determine the application for consent in two ways:

• Consent the development, with or without conditions attached; or

• Reject the development.
