THE STOPPING UP OF HIGHWAYS (A4119 LLANTRISANT ROAD, CARDIFF, PLASDŴR DEVELOPMENT) ORDER 202-

The Welsh Ministers propose to make an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The stopping up will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Cardiff Council on 20 March 2017 with reference number 14/02733/MJR described in Schedule 2 to this Notice.

The Stopping Up of Highways (A4119 Llantrisant Road, Cardiff, Plasdŵr Development) Order 202- (“the Order”), if made, will cease to have effect if planning permission in respect of the development expires or is revoked.

During 28 days from 10 August 2022 copies of the draft Order and the deposited plan may be inspected free of charge during normal office hours at Cardiff Council, County Hall, Atlantic Wharf, Cardiff CF10 4UW or may be obtained free of charge from the address below quoting reference qA1547937.

Objections, specifying the grounds on which they are made, must be sent in writing to Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ or by email to TransportOrdersBranch@gov.wales by 7 September 2022.

Should you wish to object, support or make representations, the Welsh Government may need to consult with persons and organisations outside the Welsh Government. As part of the consultation process, the information you have provided and your personal data will be passed to the applicant/developer and, if necessary, to the local highway authority to enable them to respond to you. We will, however, only disclose your personal details where it is necessary to do so to address the issues raised. Where objections cannot be resolved and the Order becomes subject to a Public Inquiry (“PI”), all correspondence is copied to the Inspector of the PI and is available in the PI library when it becomes publicly available.

If you do not wish personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PI, the representations will be seen by the Inspector who may give them less weight as a result.

Length of highway to be stopped up

1. An irregular shaped length of highway, located on the northern side of the A4119 Llantrisant Road from the roundabout leading to Clos Parc Radur travelling in a north-westerly direction, with a maximum length of 154 metres, and a maximum width of 6 metres, as shown by zebra hatching and given the reference A on the deposited plan A

2. An irregular shaped length of highway, located on the northern side of the A4119 Llantrisant Road west of its junction with Tŷ Gwyn Lane with a maximum length of 12 metres, and a maximum width of 2 metres, as shown by zebra hatching and given the reference B on the deposited plan B.

3. An irregular shaped length of highway, located on the northern side of the A4119 Llantrisant Road east of its junction with Tŷ Gwyn Lane with a maximum length of 9 metres, and a maximum width of 2 metres, as shown by zebra hatching and given the reference C on the deposited plan B.

The Development

Construction of up to 5,970 residential units (including affordable homes); 3 no. local centres providing residential units, convenience shops and facilities/services and 1no. district centre providing residential units, including up to two food stores with associated parking, provision of community and healthcare facilities across the district and local centres, provision for 3no. primary schools and 1no. secondary school; open space including allotments; parks; natural and semi natural green space; amenity green spaces; facilities for children and young people; outdoor sports provision including playing pitches; associated infrastructure and engineering works including new vehicular accesses, improvement works to the existing highway network, new roads, footpaths/cycleways, a reserved strategic transport corridor; up to 1 no. electricity primary-substation and landscaping works.
