1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 15th December 2022 made the above-mentioned Orders under sections 6, 35, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be, following the introduction of permit parking on public highway and housing estate land / roads surrounding The Drive, to enable residents of the following addresses to be eligible to purchase permits allowing them to park in the ‘H-TD’ permit holder parking places:
(i) Hibiscus House, Vine Street, E17 3GF;
(ii) Hyacinth House, Vince Street, E17 3GG;
(iii) No. 3 Vine Street, E17 3GF; and
(iv) No. 5 Vine Street, E17 3GF.
3. The above measures are necessary to ensure that parking and waiting facilities are maintained for the use of eligible residents of the estates, their visitors, disabled persons and other permit holders agreed by the Council. The measures will also prevent parking and waiting where it could cause on obstruction, particularly to emergency services and refuse collection vehicles.
4. ‘H-TD’ residents and business permits will be charged on a basis of CO2 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents’ visitor permits are obtainable as paperless permits or as scratch-cards at a rate of 70p/hour. 5. Copies of the Orders, which will come into operation from 16th December 2022 and all other relevant documents can be inspected until the expiration of a period of six weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways and Traffic Management Office, Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: https://www.walthamforest.gov.uk.content/road-traffic-schemes-and-consultations.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
