INTRODUCTION OF A NEW EMISSIONS-BASED STRUCTURE FOR PARKING CHARGES

[NOTE: This Notice is about amendments to the emission-based pricing structure for the charges for certain parking permits for the use of on-street permit holders’ parking places and introduction of a new emission-based pricing structure for the charges for parking in on-street Pay by Phone and Paypoint parking places, and the charges for parking in the Council’s Car Parks in the London Borough of Lambeth. The existing parking permit pricing structure will change from six to thirteen bands as set out this Notice.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth, on 24th May 2023 made the Lambeth (Charged-For Parking Places) (Amendment No. 8) Order 2023, The Lambeth (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 8) Order 2023 and The Lambeth (Off-Street Parking Places) (Amendment No. 1) Order 2023 under sections 6, 35, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 30th May 2023.

2. The general effect of the Orders will be to amend the existing structure for parking charges for the use of the on- street parking places by the Pay by Phone and Paypoint methods, the charges for residents’, traders’ and residents’ visitor parking permits for the use of the on-street permit holders’ parking places and the charges for the use of off-street car parks, in the London Borough of Lambeth. The Orders will increase the number of charging bands from six to thirteen, bringing the banding in line with that applied for Vehicle Excise Duty. The charges, including the diesel surcharge, will increase for all bands.

3. The current charging bands are as follows:

and the diesel surcharge for residents’ permits (for diesel vehicles that are not compliant with the Euro 6 emissions standard), will be an additional: - £60.20, £84.00 and £140.00 per residents’ permit for 3, 6 and 12 months respectively.

(c) the charges for traders’ permits will increase from £23.10 to £28.00 per day and from £108.15 to £140.00 for a book of five one-day permits;

(d) the charges for residents’ visitor permits (vouchers) will increase from £6.04 to £10.50 per day and from £26.25 to £52.50 for a book of five one-day permits.

10. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
