THE SECRETARY OF STATE for Transport hereby gives notice that on 8 June 2023, he has decided not to confirm the above Orders made by Highways England (now National Highways).

Copies of the above mentioned Orders, associated plans and the Inspector’s Report may be inspected during normal opening hours at the offices of Highways England Company Limited, Bridge House, 1 Walnut Tree Close, Guildford, GU1 4LZ, and Hedge End Library, 11 Upper Northam Road, Hedge End, Southampton, SO30 4DY Monday, Wednesday and Thursday 10:00 a.m. to 5:00 p.m. and Saturday 10:00 a.m. to 1:00 p.m.) and Thornhill Community Library, 328 Hinkler Road, Thornhill, Southampton, SO19 6DF (Monday 2:00 p.m. – 4:30 p.m.; and Friday 9:30 a.m. – 12:00 noon.) and may be inspected online at https://nationalhighways.co.uk/our-roads/south-east/m27-southampton-junction-8/

Any person who wishes to question the validity of the Secretary of State’s decision on the grounds that the Secretary of State has exceeded his powers or has not complied with the relevant statutory requirements when reaching their decision may, under the provisions of Rule 54 of the Civil Procedure Rules, do so by application to the High Court. Such application must be made within six weeks of publication of the notice that the Orders have not been confirmed
