THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) (AMENDMENT NO.12) ORDER 2021
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 27th July 2023 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)
2. The effect of these orders is as follows:
PTO 2155: (a) Monier Road – no Loading ‘at any time’ restriction on both sides of the road, (b) Monier Bridge – (i) a prohibition of motor Vehicles except local buses only restriction on both sides, from a point east of the junction with Roach Road to its junction with Basset lane, (ii) ‘At any time’ no Waiting and no Loading restrictions on both sides between Roach Road and Basset lane, (c) Roach Road – (i) a prohibition of left turn and right turn except local buses and pedal cycles restriction from Roach Road into Monier Bridge, (ii) by revoking the existing single yellow lines and the single resident parking bay outside no.5, to introduce ‘at any time’ no waiting restriction on both sides of the road, and (d) Basset Lane - a prohibition of left turn and right turn except buses and pedal cycles restriction from Basset lane into Monier Bridge.
PTO 2156: (a) Change the Personalised Disabled bays into Residents permit holders bays outside – (i) 1b Senrab Street bay no.622, (ii) 71 Cordelia Street bay no.389, and (iii) 20 Wrexham Road bay no.622, and (b) Cold Harbour – between no.’s 52 to 60, to convert the single yellow lines into Double yellow lines.
PTO 2157: To replace the following parking space or yellow line with a single Car Club bay in the following locations – (i) Dellow Street, outside 1-30 Dellow House, a Payment only space at its northern end. (ii) Ellen Street, a Permit holder space nearest to Christian Street. (iii) Argyle Road, a Shared use space opposite no’s 17&18. (iv) Dee Street, the single yellow line on the north side opposite the flank wall of no.30 Goodway Gardens. (v) Susannah Street, the double yellow line outside no.1. (vi) Thomas Road, outside Coutts Court. (vii) Wapping High Street, a Shared use space outside no.123. (viii) Bacon Street, double yellow line outside no 26-32. (ix) Virginia Road, single yellow line opposite no.102. (x) Parmiter Street, single yellow line opposite Cambridge Court. (xi) Purdy Street, Permit holder space nearest Devons Road. (xii) Wellington Way, single yellow line and 0.5m of the northern permit holder space, outside no.1 to 10 Siva Court. (xiii) Chisenhale Road, a Resident permit holder space opposite no's 4 and 4a. (xiv) Rhondda Grove, single yellow line outside no.32 to 33.
PTO 2158: To remove 2 metres of Resident parking spaces along Canton Street and replace with double yellow line (no waiting ‘at any time’) for dropped kerb access points at the following sections – (i) opposite no.6, (ii) outside no.14, (iii) opposite no.26, (iv) opposite no.1 to 12 Hopkins House, (v) opposite no.1 to 30 Russel House.
PTO 2159: (a) Copperfield Road: outside no.42 to 44 on the west side - (i) replace the disabled parking bay with a resident parking bay, and (ii) replace the resident parking bay parking bay with a disabled bay, (b) Parnell Road: on the east side to convert the existing single yellow line into double yellow line between Ruston Street and Old Ford Road, (c) Ruston Street: convert the existing single yellow line into double yellow on the southside from the junction with Parnell Road to the first resident parking bay, (d) Old Ford Road: convert the existing single yellow line into double yellow on the north side from the junction with Parnell Road for a distance of 10m east, (e) Saxon Road: (i) on the north side, from 18m east of Norman Grove, remove the double yellow lines and replace with a resident permit holder parking space, and (ii) to incorporate a kerb buildout, remove 7m of resident permit holder parking approximately 25m from the junction of Norman Grove and replace with double yellow lines, and (f) Strahan Road: west kerb opposite the flank wall of no.71, to replace single yellow line with a permit holder parking space subject to removal of the temporary order- (no waiting & no loading at any time) (Shetland road and Stafford road), it is proposed to make the following changes on: (a) Shetland Road: (i) west kerb outside no.3 to remove 10m of single yellow line to introduce a resident permit holder parking bay, (ii) west kerb opposite no.1-24 Gullane House, by removing the single yellow lines to extend the existing resident permit holder parking bay southwards by 14m, and (iii) on both sides of the road, convert all the existing single yellow lines into double yellow lines, and (b) Stafford Road: convert the single yellow lines into double yellow lines on (i) either side of the junction with Shetland Road, and (ii) the southwest side outside Mull House.
3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.
4. A copy of the Orders, which will come into operation on 27th July 2023 and all relevant documents can be obtained by writing to; Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ or by emailing parking.Tmo@Towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.
5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
