LONDON BOROUGH OF TOWER HAMLETS THE LONDON BOROUGH OF TOWER HAMLETS TRAFFIC MANAGEMENT ORDERS – THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) (AMENDMENT NO.39) ORDER 2019, THE TOWER HAMLETS (WAITING LOADING AND STOPPING RESTRICTIONS) (MAP BASED) (AMENDMENT NO.39) ORDER 2019, THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) (AMENDMENT NO.14) ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 17th August 2023 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)

2. The general effect of these orders is to continue indefinitely the provisions of The Tower Hamlets School Streets Management Experimental Orders of School Street restrictions (Pedestrian and Cycle Zone - referred to as the ‘Zone’ hereafter) to operate at specified times during school term-time (Monday to Friday) only. The zones are as specified in the following parts to this notice (except no waiting at any time restrictions) with access for residents & businesses of those streets, school staff, blue badge users and SEND pupils who register for a permit exemption. Further access will apply to any vehicle being used for ambulance, fire brigade or police purposes.

The effect of the permanent orders will be as follows (PTO 2163):

2.1 Hague Primary School - permit identifier ‘S12’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.15am & 3-4pm on Finnis Street (between Wilmot Street and Three Colts Lane), b) Introduce a ‘one-way’ operation for traffic on Finnis Street, east and south bound (except cycles) between Wilmot Street and Three Colts Lane, c) Wilmot Street – replace 5m of resident parking bay at its north end (outside nos.111-120) with double yellow line, and d) Finnis Street: (i) North side - change permit holder parking bay and 13m of single yellow line with double yellow lines, and (ii) East side - Replace 5m of permit holder parking space (outside no.145) with double yellow line.

2.2 Marion Richardson Primary School- permit identifier ‘S19’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-10am & 3-4pm on Head Street and Senrab Street (from its junction with Antill Road) to Head Street, and b) Convert the existing two-way traffic flow (except cycles) on – (i) Senrab Street to one-way south and east bound between the junction of Antill Terrace & Head Street, and (ii)) Head Street to one-way southbound between Senrab Street and Commercial Road.

2.3 Stebon & St Paul's Way Foundation Primary Schools- permit identifier ‘S11’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.30am & 2.45-3.45pm between Thomas Road and St. Paul’s Way, b) No waiting and Parking Places changes on Wallwood Street: (i) East side - to introduce a resident parking bay of x3 parking spaces by converting the single yellow line outside no.1 to 31 Bowry House, (ii) East side - remove single resident permit holder parking space (due to a footpath build out) and replace with double yellow line opposite no’s 25, 35/37 and 53, and (iii) West kerb - revoke the single resident permit holder parking bay outside Arthur Lovell Court and replace with double yellow line, and (iv) Convert existing single yellow line to double yellow line between St. Paul’s way and Lovat Close (west side) and a point 25m south of Masjid Lane (east side), c) No waiting and Parking Place changes on Burgess Street: (i) East side - extend existing permit holder parking spaces by removing single yellow lines; Outside Underhill House (15m southwards), Opposite St Matthews House (10.5m southwards) AND Outside Richardson House, (10m northwards), (ii) East side - outside nos.1 to 24 Meyrick House, shorten existing Resident parking bay at its northern end by 4.5m and replace with double yellow line, and (iii) Both sides - convert single yellow lines to double yellow lines between St. Paul’s Way to a point 27m south of the southern kerb line of Selsey Street (west side) and a point 22m south of the southern kerb line of Selsey Street (east side).

2.4 Harbinger Primary School- permit identifier ‘S14’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.45am & 3-4pm on Cahir Street between Marsh Street and Westferry Road, b) To Introduce a ‘one-way’ operation for traffic on Cahir Street, south west bound (except for cycles) between Marsh Street and Westferry Road, c) To convert the existing single yellow lines to double yellow lines on (i) Harbinger Road - on both sides of the entrance to Forge Sq (Friday off-peak free parking bays not affected), (ii) Marsh Street - both sides of the road, and (iii) Cahir Street – both sides between no.8 and Westferry Road, d) Cahir Street – Outside Akbar House, to remove two permit holder parking spaces (11m) at its southerly point and replace with double yellow lines, and e) Marsh Street – To extend the permit holder parking bay directly outside Harbinger School in a northwest direction for 10m by removing single yellow line.

2.5 Clara Grant Primary School- permit identifier ‘S18’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.15am & 3-4pm on Fern Street from the junction of Devons Road westwards for 123m, b) Convert the existing two-way traffic flow on Fern Street into one way west bound, from a point 37m from the west kerb line of Devons Road for 85m, and c) Fern Street (both sides of the road): (i) Outside the entrance to Sleaford House - convert the existing single yellow lines to double yellow lines, and (ii) Extend the school keep clears in an easterly direction for 10m.

2.6 Harry Gosling Primary School- permit identifier ‘S17’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.15am & 3-4pm on Henriques Street (between Commercial Road and Fairclough Street), b) Introduce a ‘one-way’ operation for traffic as follows: (i) Henriques street- southbound between commercial Road and Boyd Street, (ii) Boyd street –west bound between Henriques Street and Backchurch Lane, and (iii) Fairclough Street –west bound between batty Street and Backchurch Lane, c)To convert existing single yellow lines to double yellow lines on both sides of Fairclough Street, between Backchurch lane and the junctions with Henriques Street and Boyd Street, and d)To extend the existing resident bay outside Berner Terrace by 5.5m in an easterly direction by removing single yellow line.

2.7 Wellington Primary School- permit identifier ‘S16’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.15am & 3-3.45pm on Wellington Way (between Merchant Street and Tidworth Road), Dimson Crescent, Ireton Street, Archibald Street and Tidworth Road, and b)No waiting and Parking Places changes on Wellington way: opposite Merchant Street, east kerb - remove 5.5m of Permit holder parking bay at its southern end and replace with single yellow line and school keep clear.

2.8 Saviour’s Church of England Primary School- permit identifier (S15):

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.15am & 2.30-3.30pm on Chrisp Street (between Brabazon Street and Morris Road), Godalming Road, Hobday Street, Carmen Street (between Bowen Street north kerb and Hobday Street) and Brabazon Street (between Alton Street and Chrisp Street), b) Existing two- way traffic flow to be made one-way traffic (except for cyclists) on: (i) Godalming Road – westbound and (ii) Carmen Street – southbound (between Bowen Street and Hobday Street), c) Hobday Street – Right turn only when exiting to Godalming Road, and d) No waiting and Parking Places changes on: (i) Chrisp Street - southwest side (junction with Morris Road) Remove x3 shared use parking spaces and replace with double yellow line to provide turning area, (ii) Chrisp Street (by junction of Brabazon Street) – Remove x1 resident parking space from both sides of the road and replace with double yellow lines, (iii) Chrisp Street – convert single yellow line into a resident parking bay outside no.178 and replace 3m of resident parking bay with double yellow lines outside no.170, (iv) Convert the existing single yellow lines to double yellow lines on Barchester Street and Chrisp Street (between Barchester Street and Brabazon Street), (v) Chrisp Street – Remove the school keep clear markings and replace with a build out and double yellow lines, and (vi) Godalming Road – Remove a single resident permit holder space from the south- western end and replace with a build out for a crossing area on both sides and double yellow lines around the two build outs.

2.9 William Davis Primary School- permit identifier ‘S21’:

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.15-9.15am & 3-4pm on Wood Close between its junction with St Matthew’s Row and Cheshire Street, and b) Convert the existing two-way traffic flow to one way, east and southbound, from its junction with St. Matthew’s Row.

2.10 Stewart Headlam Primary School:

Revoke the parking bays on the west kerb of Brady Street and replace with double yellow lines: (i) Resident parking bay opposite the school entrance, and (ii) Permit holder parking bay under the railway bridge.

2.11 Thomas Buxton/Osmani

On Underwood Road (west of Deal Street) – (i) Change No Waiting Time on Sunday to 8.30am to 9.30am and (ii) the Limited Waiting time on Sunday to 9.30am to 2pm.

2.12 Stepney Park Primary School

Bromley Street (opposite Sir John Cass School, east kerb) – by removing single yellow line (i) to extend the existing permit holder parking bay southwards by 16m and (ii) introducing 9m of double yellow line with no loading at any time.

2.13 St Elizabeth Catholic Primary School

a) Bishop’s way (both sides of the road) - Convert the existing single yellow lines to double yellow lines from its junction with Cambridge Heath Road, eastwards for approx. 50m, and b) Sewardstone Road- To revoke the Pay by Phone parking bay between Approach Road and St James’s Avenue.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. A copy of the Orders, which will come into operation on 19th August 2023 and all relevant documents can be obtained by writing to; Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ or by emailing parking.Tmo@Towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
