THE HARINGEY (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.44) ORDER 2023

Notice is hereby given that the Council of the London Borough of Haringey on 1st December 2023 has made the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

The general effect of the Orders would be to:-

(a) Introduce Hornsey North East Controlled Parking Zone (CPZ) and introduce parking controls operating between the hours of 10am and 2pm on Mon to Fri inclusive to now include Beechwood Road N8, Boyton Close N8, Boyton Road N8, Brook Road, N8, Campsbourne Road N8, Campsfield Road N8, Chadwell Lane N8, Cross Lane N8, Eastfield Road N8, Great Amwell Lane N8, High Street N8, Miles Road N8, Moselle Close, N8, Myddleton Road N8, New River Avenue N8, Newland Road N8, Nightingale Lane N8, Pembroke Road N8, Priory Road N8, The Campsbourne N8 and to prohibit waiting by vehicles other than in the designated parking places provided during those hours;

(b) designate resident permit holders only parking places operating at zone times in the above roads where vehicles displaying a valid, residents parking permit or visitors’ permit would be permitted to wait without time limit;

(c) designate permit holders only parking places operating at zone times where vehicles displaying a valid, business parking permit, residents parking permit or visitors’ permit would be permitted to wait without time limit in 1) Myddleton Road N8 east side outside 1 to 24 Sackville House. 2) Campsbourne Road N8 east side between Audley House and No.4. 3) Campsbourne Road N8 west side adjacent to No.6 Campsbourne Parade. 4) The Campsbourne N8 east side adjacent to No.1 Campsbourne Parade. 5) Cross Lane N8 outside Vale Motors. 6) Beechwood Road N8 south side adjacent to No.79 Nightingale Lane;

(d) designate ‘pay by phone’ operating at zone hours where vehicles that have had a period purchased for them to be parked using the ‘pay by phone’ system would be permitted to wait for a maximum period of 2 hours with no return to that parking place within 1 hours of leaving it on 1) Myddleton Road N8 east side adjacent to No.17 High Street. 2) Campsbourne Road N8 east side between Pembroke Works and Audley House.

(e) Designate shared use ‘permit holders only parking places’/’pay by phone 2 hours with no return to that parking place within 1 hours of leaving it’ operating at zone hours on 1) Nightingale Lane N8 west side adjacent to No.4 Priory Road. 2) Nightingale Lane N8 east side outside TA centre. 3) Nightingale Lane N8 east side opposite No.111-No.119. 4) Nightingale Lane N8 east side opposite No.149-No.169

(f) Relocate the Loading bay on Campsbourne Road N8 from the east side of the carriageway adjacent to No.1 High Street to the west side adjacent to No.6 Campsbourne Parade.

(g) Introduce a car club parking place on Beechwood Road N8 south side adjacent to No.79 Nightingale Lane.

(h) introduce no waiting at any time (double yellow lines) in Beechwood Road N8, Boyton Close N8, Boyton Road N8, Brook Road N8, Campsbourne Road N8, Campsfield Road N8, Cross Lane N8, Eastfield Road N8, Miles Road N8, Myddleton Road N8, New River Avenue N8, Newland Road N8, Nightingale Lane N8, North View Road N8, Pembroke Road N8, Priory Road N8, Rectory Gardens N8, The Campsbourne N8.

There will be no changes to disabled badge holders only parking places on any roads specified in point 2(a) other than to ensure the parking place is no less than 6.6 metres in length.

Residents or business users stated in the Schedule to this notice (providing that their property is not on a private or car restricted development) would be able to purchase parking permits and residents would be able to purchase visitors parking permits, for passenger vehicles, goods carrying vehicles (the overall height of which does not exceed 2.27 metres and the overall length of which does not exceed 5.25 metres),

Date of operation: The Orders will come into operation on 27th January 2024.

Application to the high court: Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it does not comply with the relevant powers of the Road Traffic Regulation Act 1984, as amended or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
