DRURY LANE, KEMBLE STREET AND RUSSELL STREET

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 3rd June 2024 made the following Orders under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

• The City of Westminster (Cycle Hangars) (Amendment No. 15) Order 2024;

• The City of Westminster (Motorcycle Parking Places) (Amendment No. 138) Order 2024;

• The City of Westminster (Parking Places) (G Zone) (Amendment No. 85) Order 2024; and

• The City of Westminster (Waiting and Loading Restriction) (Amendment No. 542) Order 2024.

2. The general effect of the Orders will be to:

(a) on Kemble Street, the north-west side:

(i) shorten the double yellow line “at any time” waiting and loading restrictions adjacent to Block D of the Peabody Estate by 2.4 metres; and

(ii) extend the residents’ parking place outside Blocks A to C of the Peabody Estate south-westward by 3.9 metres;

(b) on Kemble Street, the south-east side, extend the residents’ parking place outside Bruce House south-westward by 2.3 metres;

(c) on Russell Street, the north-west side:

(i) extend the double yellow line “at any time” waiting and loading restrictions outside Hotel Amano, Drury House, Nos. 34-43 Russell Street, near the junction with Drury Lane, south-westward by 5.3 metres;

(ii) relocate the motorcycle parking place outside Hotel Amano, Drury House, Nos. 33-34 south-westward by 5.3 metres, replacing a pay-by-phone parking bay; and

(iii) replace the single yellow line waiting restrictions (8.30 a.m. to 6.30 p.m. Monday-Saturday) outside the Fortune Theatre, Russell Street with 18.8 metres of double yellow “at any time” waiting restrictions; and

(d) on Russell Street, the south-east side:

(i) extend the double yellow line “at any time” waiting and loading restrictions at the junction with Drury Lane south-westward by 2.7 metres; and

(ii) introduce a 3-metre cycle hangar opposite Hotel Amano, Drury House, Nos. 33-34, replacing a pay-by-phone parking bay.

The measures detailed in paragraphs 2(a), (b) and (d) above were originally advertised in the Notice of Proposals published on 22nd November 2023. The measures detailed in paragraph 2(c) above were advertised in the Notice of Proposals published on 10th April 2024 and supersede the measures detailed in paragraph 2(c) of the 22nd November 2023 Notice.

3. The Orders, which will come into force on 10th June 2024, and other documents giving more detailed particulars of the Orders are available for inspection until 15th July 2024 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
