LONDON BOROUGH OF TOWER HAMLETS - PUBLIC NOTICE FOR PROPOSED PARKING CHANGES

The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019, THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019.

1. The general effect of these proposals are as follows:

PTO 2197 - Chapman Street / Bigland Street / Dunch Street / Tillman Street / Walburgh Street:

a) To introduce no loading at any time to accompany the double yellow lines on both sides of the streets of: (i) Bigland Street - Between Burwell Close and Morris Street, (ii) Bigland Street at its junction with the west kerb of Tillman Street for 7.5m, (iii) Dunch Street, (iv) Morris Street – between the south kerb of Dunch Street and north kerb of Bigland Street, (v) Pace Place – 10m west of the west kerb line and 3m east of the east kerb line of Pace Place, (vi) Tillman Street on the west kerb side from the junction of Bigland Street for 18m, and ((vii) Pace place – west kerb side only, from the junction of Bigland Street, northwards for approx. 3m.

b) Outside Jamiatul Ummah School - remove 2 space shared use parking bay and extend the school keep clear / double yellow lines.

c) With changes to the double yellow line on either side, existing resident parking bay outside no.54 Bigland Street to be shifted by approx. 2.4m eastwards towards Tillman Street, the 2.4m will be replaced existing Double Yellow Lines to replace the extended space.

d) Convert the single yellow line into double yellow line on south side of Bigland Street at its junction with the west kerbside of Walburgh Street.

e) On Walburgh Street: (i) Change all the single yellow lines into double yellow lines except outside no.4 (through the Friday off-peak parking bay), and (ii) Extend southwards by 3m the existing permit holder parking bay.

f) On Chapman Street: (i) outside no.31a: merge the existing two permit holder bays by removing the separating double yellow line between them, and overall convert the usage from a permit holder bay into a Pay by Phone (Cashless parking) bay, (ii) outside no.21a - reduce the existing permit holder parking bay by 3m at its western end and replace with double yellow lines, and (iii) outside no.11b – to shift the existing loading bay and 1m of double yellow line (between the loading bay and permit holder parking bay reduced from 1.5m) westwards by 5.8m by removing 5.5m of Permit holder parking bay (outside no.10b) at its eastern end. The shift of 5.8m will be replaced with a kerb buildout and double yellow line.

PTO 2198 – Cotall Street:

a) To introduce a Restricted Parking Zone located in Bartlett Park, from a point 10m northeast of the flank wall of no.2 for a distance of 27m (comprising the full width of the highway), in which waiting and loading by vehicles would be prohibited at any time other than in marked bays to operate ‘at all times’.

b) vehicles would only be allowed to park in the three disabled persons’ parking places and would only be for use by vehicles displaying a disabled persons badge for a maximum of 3 hours and no return same day.

PTO 2199 – Wick Lane: a) outside no.101-505 The Greenway building, to introduce a 25m Bus stop clearway by removing the single yellow line, and b) north of the above building, convert 9m of single yellow line into double yellow line.

PTO 2200 – Portman Place: a) To convert the single yellow lines into double yellow lines on: (i) the whole north side between Sceptre Road and Globe Road, (ii) on both sides of Sceptre Road between no.91 and the south kerb of Portman place, and (iii) on both sides of Hadleigh Street between Wessex Street and Sceptre Road; b) Between no.7-13 to extend the existing resident parking bay east wards by approx. 13m in an easterly direction by removing the single yellow line.

PTO 2201 – Cavell Street: Outside no.60 by removing double yellow lines, extend northwards the existing business bay by 5m.

2. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.

3. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.

4. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
