THE LONDON BOROUGH OF TOWER HAMLETS TRAFFIC MANAGEMENT ORDERS – THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) (AMENDMENT NO.47) ORDER 2019, THE TOWER HAMLETS (WAITING LOADING AND STOPPING RESTRICTIONS) (MAP BASED) (AMENDMENT NO.47) ORDER 2019, AND THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) (AMENDMENT NO.18) ORDER 2021

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on the 13th of June 2024 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended). These orders also include making permanent the Experimental Traffic Orders (PTO 2144 / PTO 2148)

2. The general effect of the Orders will be, to make permanent the following changes:

(a) PTO 2144 - Arnhem place (reduced operational hours of Pedestrian zone): To change the operational hours of the Pedestrian Zone (except for any vehicle being used for ambulance, fire brigade or police purposes and S09 permit holders) on Arnhem Place, from Mon – Fri 8.30am to 9.30am and 3.30pm to 4.30pm, to Mon – Fri 8.40am to 9.10am and 3.10pm to 3.40pm, to operate during school term time only.

(b) PTO 2148 - Cavell Street / Stepney Way / Raven Row / Maples Place:

• Cavell Street – (i) Introduce a business permit holder parking bay (east side outside no.58-62) by removing 11m of double yellow line (ii) on the corner junction with Ashfield Street, convert the single yellow line to double yellow lines.

• Stepney way – (i) to extend the existing personalised disabled parking bay no.TH01 westwards by 6m (outside of the old outpatients dept of the Hospital) by removing single yellow line; (ii) introduce a Car Club parking bay east of Turner Street on the north side, by removing 11m of no Waiting and no Loading at’ any time.

• Raven Row – (i) to extend the extend the existing no Loading at any time to the entire length of the northside between maple Place and Cambridge Heath Road; (ii) introduce a Car Club parking bay on the south side opposite no.39 by removing 11m of double yellow line.

• Maples Place – (flank wall of no.210) by removing single yellow line and part payment parking space, introduce a Goods Loading Bay with 40 mins max stay and no return within 1 hour.

(c) PTO 2186 – Poplar High Street:

• To impose (except pedal cycles): (i) A one-way restriction on vehicles (except pedal cycles) in Bazely Street, northbound, between its junction with Poplar High Street and its junction with East India Dock road; and (ii) A banned right turn from Montague Place into Bazely Street.

• With adjustments to ‘no waiting or loading at any time’ restriction on Bazely Street: (i) adjust the existing bus stand by extending 5m to the north side and reducing by 5m to the south side; (ii) extend the existing Permit holder parking bay on the east side, northwards by 18m; (iii) extend the existing Resident Bay on the east side (outside no. 55-63), southwards by 7m; (iv) east side, Introduce a Permit holder parking bay of 5.5m opposite Commodore House; (v) east side, introduce a shared use (Permit / Pay by Phone) parking bay of 10m, outside the flank wall of no.243 Poplar High Street; and (vi) by revoking the Permit holder parking bay on the west side (outside Commodore House), introduce a bus stop, a length of 31m.

• With adjustments to ‘no waiting restriction or loading at any time’ restriction on Poplar High Street: (i) by adjusting the bus cage outside Commodore House in an easterly direction by 5.5m, extend the existing shared use (Permit / Pay by Phone) parking bay by 5.5m too; and (ii) outside no.244 Poplar High Street, insert a shared use (Permit / Pay by Phone) parking space so at it adjoins the existing parking bays on either side.

• To deter obstruction, improve traffic flow and general road safety, the following parking changes are required to facilitate the installation of the proposed Zebra Crossing and associated zig-zag markings on Poplar High Street between Bazely Street and no.253: (i) revoke the Pay by Phone parking bay and no waiting restriction outside no’s 245-255; (ii) revoke the bus stop on the south kerb side outside no.260 and east of it, approx. 3m of no waiting and no loading at any time restrictions; (iii) extend the existing no waiting and no loading at any time restrictions by approx. 9m in a westerly direction between no.253 and 255; and (iv) convert the single yellow line into double yellow line outside no.246 to 254.

• By removing double yellow line, introduce a Permit holder parking bay of length 24.5m on Ditchburn Street (north side).

(d) PTO 2191 – Silvocea way / Orchard Place:

• Silvocea Way - to increase the existing shared use parking bay (Permit holder / Pay by Phone) and inset into the footway, from 15m to 44m by removing double yellow one and no loading at any time.

• Orchard Place - (i) by removing 16.2m of the existing bus stand at its northern end, extend the Permit holder parking bay southwards; and (ii) on the upslip section, by removing the no Waiting & Loading at any time, extend the Permit holder parking bay in both directions by 11m at both ends.

(e) PTO 2192 – Empson Street:

• To Introduce and reduce Permit holder parking bays (partly on the footway) with changes to the double yellow line and no loading at any time in the following sections: (i) opposite no.70 – remove 6m of parking space from its western end; (ii) opposite the flank wall of Biscott House (no.1 to 51) - introduce parking bays (a) two single bays each of 6m, and (b) of 11m; (iii) opposite Stanborough House (no.1 to 29) – (a) introduce parking bays each of 5m, 6m and 16.5m, and b) remove 15.9m of the existing parking bay from its eastern end; (iv) opposite no.1 to 28 – introduce a single parking bay of 6m; (v) opposite the flank wall of Brimsdown House - introduce two parking bays each of 11m; and (vi) opposite the public House, convert 40m the single yellow lines into double yellow lines on the south side.

(f) PTO 2193 – Harford Street:

• To convert the single yellow lines into double yellow lines in the following sections: (i) West side - from the zebra crossing, northwards for approx. 29m (directly opposite Essian Street), (ii) East side, north of Essian Street for 7m, and (iii) East side, between Dongola Road and Bohn Road.

(g) PTO 2194 – Minor amendments:

• Kerbey Street – to convert all the existing single yellow lines into double yellow lines on both sides, except for approx. 32m on the east side outside the Festival Inn Public house, and (ii) convert 3.5m of single yellow line opposite Lansbury Lawrence Primary school into a permit holder parking space.

• Cavell Street - east side immediately south of Raven Row, to convert the single yellow lines into double yellow lines with no loading at any time.

• Raven Row – on the south side, east of Cavell Street, to extend the existing double yellow lines and no loading at any time for approx. 10m in an easterly direction.

• Limeharbour / East Ferry Road: (i) to introduce a zebra crossing by removing the double yellow lines and no loading at any time and (ii) to introduce no loading at any time (for approx. 44m) on the west kerb side of Limeharbour, outside of the entrance to Crossharbour Plaza.

• To introduce no loading at any time on: (i) Twelve Trees Crescent – From east of the junction with Gillender Street, the whole Northside for approx. 57m, and southside, from the junction of Gillender Street, eastwards for approx. 19m; (ii) Gillender Street – From the south kerb of Twelve Trees Crescent, southwards for approx. 12.5m; and (iii) Three Colts Street outside no.110a for approx. 11m.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. A copy of the Orders, which will come into operation on 17th June 2024 and all relevant documents can be obtained by writing to; Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ or by emailing parking.Tmo@Towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
