Notice is hereby given that on 21 June 2024 Westminster City Council made The City of Westminster (Stopping Up of Highways) (No.3) Order 2024 under sub-section 247 (2A) of the Town and Country Planning Act 1990 (“the 1990 Act”), the general effect of which is to authorise the stopping up of parts of the highways Wilcox Place, Victoria Street and Artillery Row to enable the development to be carried out at the premises Southside, 105 Victoria Street, London, SW1E 6QT. The development comprises: advancement of the ground floor external wall of that building along its Wilcox Place, Victoria Street and Artillery Row frontages.

The parts of those highways that the order authorises to be stopped up comprise:

(a) the 7.46 square metres area of the highway Wilcox Place, which area extends 0.28 metres across the 33.85 metres length adjacent to the eastern boundary of that highway;

(b) the 140 square metres area of the highway Victoria Street, which area extends 6.3 metres across the 22.6 metres length adjacent to the west most length of that frontage;

(c) the 14.11 square metres area of the highway Victoria Street, which area extends 0.33 metres across the 68.6 metres length adjacent to the east most length of that frontage;

(d) the 0.46 square metres area of the highway Victoria Street being its part which extends 0.75 metres in a direction that is parallel to the middle line of the carriageway of Victoria Street, and 0.7 metres in a direction that is perpendicular to that middle line of Victoria Street, and is situated 105.84 metres west south west of Artillery Row;

(e) three 0.46 square metres area parts of the highway Victoria Street each of which extends 0.77 metres in a direction that is parallel to the middle line of the carriageway of Victoria Street, and 0.7 metres in a direction that is perpendicular to that middle line of Victoria Street, and the mid-point of respective parts are situated 82.88, 58.25 and 33.27 metres west south west of the the north most point of the middle line of the carriageway of Artillery Row;

(f) the 30.2 square metres area of the part of the highway Artillery Row adjacent to the recessed frontage of the Building, which part extends 13.82 metres from Howick Place. in a direction that is parallel to the middle line of the carriageway of Artillery Row, then northward by 2.59 metres in a direction that is perpendicular to the middle line of Howick Place and varies by a distance that is parallel to the middle line of Howick Place, as follows: (i) 2.48 to 4.33 metres in a direction that is parallel to the middle line of Howick Place 4.96 metres north of Howick Place, (ii) 0.4 metres to 2.67 metres in a direction that is parallel to the middle line of Howick Place along the next northward 5.42 metres in a direction that is perpendicular to the middle line of Howick Place, and (iii) zero to 0.88 metres in a direction that is parallel to the middle line of Howick Place along the next northward 2.77 metres in a direction that is perpendicular to the middle line of Howick Place, (iv) 0.88 metres in a direction that is parallel to the middle line of Howick Place along the next northward 2.59 metres in a direction that is perpendicular to the middle line of Howick Place;

Any person aggrieved by the order who desires to question the order’s validity may make an application to the High Court under section 287 of the Town and Country Planning Act 1990 Act within six weeks of the date this notice is first published.

This notice is given by Westminster City Council on the date 10 July 2024 pursuant to section 252 of the Town and Country Planning Act 1990.
