HERRICK STREET AND ST. JOHN’S WOOD ROAD

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 8th July 2024 made the following Orders under sections 6, 9, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

• The City of Westminster (D Zone) (No. 2) Experimental Order 2024;

• The City of Westminster (Electric Vehicle Recharging Points) (Amendment No. 23) Order 2024; and

• The City of Westminster (Parking Places) (B Zone) (Amendment No. 131) Order 2024.

2. The general effect of the Orders will be to:

(a) on an experimental basis, on the south-east side of Herrick Street, opposite Ruskin House, Erasmus Street, rearrange the positions of the car club, dockless e-scooter / cycle hire, and shared-use parking places (there will be no loss of parking provisions), as follows:

(i) relocate the car club parking place north-eastward by 5 metres;

(ii) relocate the experimental dockless e-scooter / cycle hire bay south-westward by 42.3 metres; and

(iii) relocate the shared-use parking place north-eastward by 5 metres; and

(b) on a permanent basis, on the south-east side of St. John’s Wood Road, outside One St. John’s Wood, No. 60, extend the pay-by-phone parking place north-eastward by 4.9 metres (one bay), replacing an electric vehicle recharging bay.

3. The Orders, which will come into force on 15th July 2024, and other documents giving more detailed particulars of the Orders are available for inspection, in the case of Herrick Street, until such time as the Orders cease to have effect and, in the case of St. John’s Wood Road, until 19th August 2024 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 4. The Experimental Order shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, the Council’s Head of Parking for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:

(a) in the interest of the expeditious, convenient and safe movement of traffic;

(b) in the interest of providing suitable and adequate parking facilities on the highway; or

(c) for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or the provisions contained therein.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

6. The Council will consider in due course whether the provisions of the Experimental Order should be continued in force indefinitely by means of an Order made under sections 6, 45, 46, 49, 63 and 124 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Order for the purpose of such indefinite continuation within a period of six months, beginning from the date on which the Experimental Order came into force or, if the Experimental Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any objection must be in writing, stating the grounds on which it is made, and sent to the Council’s agents, WSP Traffic Order Team, 3rd Floor, WSP House, 70 Chancery Lane, London, WC2A 1AF, or by email to tmo.westminster@wsp.com quoting reference 8010/LH/3.
