ROAD TRAFFIC REGULATION ACT 1984 - SECTION 23

THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20**

SECTION 90A HIGHWAYS ACT 1980

NOTICE IS HEREBY GIVEN that the London Borough of Barnet in exercise of powers conferred by Section 23 of the Road Traffic Regulation Act 1984, intends to install Zebra Crossings at the following location as follows:

• Hampden Way N14 – Outside and opposite Southgate Car Valeting and also between No.2 to No.14 Hampden Way.

• Hampden Way N14 – Between a point approximately 38 metres east of the junction of Waterfall Road and a point 96 metres east of the junction with Waterfall Road

FURTHER NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6 to the Road Traffic Regulation Act 1984 and all other enabling powers.

1. As part of variety of measures in the borough to deter obstructive parking, improve sightlines and road safety, the general effect of the Order would be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations below:

a) New ‘at any time’ waiting restrictions would be provided around the junctions of Whitehouse Way and Hampden Way N14; Underne Avenue and Hampden Way N14; Mandeville Road and Hampden Way N14; Marlborough Avenue and Hampden Way N14; Lincoln Avenue and Hampden Way N14.

2. The general effect of the Free order would also be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations:

a) Opposite No.1 to 9 Hampden Way N14.

b) Outside No.136 to No.142 Hampden Way N14.

c) Outside No.148 to No.152 Hampden Way N14.

d) Hampden Way - southwest side between No.210 Hampden Way and the junction with Whitehouse Way N14.

3. In order to address concerns about speeding, and improve general road safety in the Underhill area the general effect of the 20mph Speed Limit Order would be to: Introduce a maximum speed limit of 20mph in the streets or length of streets specified below:

(a) Hampden Way N14 – Between a point 16 metres east of the junction with Osidge Lane and a point 26 metres west of the junction with Waterfall Road.

(b) Chase Way N14 – Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(c) Arlington Road N14 - Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(d) Summit Way N14 - Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(e) Whitehouse Way N14 (Northern arm) - Between the junction of Hampden Way and a point 10 metres southwest of the junction with Hampden Way.

(f) Underne Avenue N14 - Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(g) Mandeville Road N14 - Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(h) Lincoln Avenue N14 - Between the junction of Hampden Way and a point 10 metres northeast of the junction with Hampden Way.

(i) Whitehouse Way N14 (Southern arm) - Between the junction of Hampden Way and a point 10 metres southwest of the junction with Hampden Way.

(j) Marlborough Avenue N14 - Between the junction of Hampden Way and a point 7 metres northeast of the junction with Hampden Way.

4. The general effect of the Free Order would also be to formalise the introduction of the ‘At any time’ waiting restrictions outside Sandford Court, Bosworth Road EN5.

FURTHER NOTICE is hereby given that the London Borough of Barnet in exercise of powers conferred by Section 90A of the Highways Act 1980 proposes to introduce road humps and a raised table as follows:

Any person wishing to object to or comment on the proposed Orders should send a written statement explaining their objection/ comments and quoting reference number SCR587 (BC2238) Hampden Way Highways scheme, to the Design Team, London Borough of Barnet, 2 Bristol Avenue, Colindale NW9 4EW, via the Barnet TraffWeb website or via email to highwayscorrespondence@barnet.gov.uk within 21 days of the date of this Notice.
