PROVISION OF ELECTRIC VEHICLE CHARGING PLACES – BATCH 1B 2024 (T4B(24))

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 218) ORDER 2024

1. NOTICE IS HEREBY GIVEN that the London Borough of Waltham Forest (hereinafter referred to as “The Council”) on 15th August 2024 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to -

(a) replace existing parking provision (permit parking, pay-by-phone / short stay parking) with electric vehicle charging places at the locations detailed in the Schedule to this Notice. The electric vehicle charging places would be available “at any time” for the use of any electric vehicle whilst charging at an adjacent electric vehicle charging post (posts situated on island build-outs 1.5 metres in length between charging places), limited to a maximum period of 4 hours, between 8.00 a.m. and 6.30 p.m. on Mondays to Sundays.

(b) revoke the existing disabled bay outside No. 140 (Lowton Lodge) Higham Hill Road E17 extending southwards of its pedestrian access path; and

(c) to formalise the advisory disabled bay located immediately south to No. 144 Higham Hill Road E17.

3. Each location mentioned in the Schedule of this notice with up to 4 spaces will provide between 21.5 and 25.8 metres of charging space and 2 charging posts. Each location mentioned in the Schedule of this notice with up to 2 charging spaces will provide between 11 and 12.6 metres of charging space and 1 charging post. Each charging post will provide 2 connection points.

4. The proposals for EV charging points in: Gainsford Road (GFR) north side, opposite Nos. 44 to 48 GFR (2 spaces); Higham Hill Road east side, outside No. 140 Lowton Lodge (4 spaces, 2 spaces each on both side of the southernmost disabled bay markings); North Countess Road (NCR) west side, outside Nos. 15 to 23 NCR (4 spaces); Verulam Avenue (VA) north-south arm, east side – opposite Nos. 27 to 31 VA (4 spaces); Ainslie Wood Gardens E4 east side, adjacent to the flank wall of No. 99 Ainslie Wood Road (4 spaces); Elm Grove IG8 south side, opposite the flank wall No. 1 Elm Terrace, High Elms (4 spaces); Victoria Road E4 (VIR) north side, opposite Nos. 55 to 59 VIR (2 spaces); and Waverley Avenue E4 (WVA) east-west arm (south),opposite Nos. 95-103 WVA (4 spaces); have been deferred and in the future may either be made as proposed, amended or abandoned.

5. Copies of the Orders, which will come into operation from 19th August 2024 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting the Highways and Traffic Management office (*by appointment), Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.

Bourne Road E7 north-east side, adjacent to No. 289 Cann Hall Road (4 spaces); Leyton Grange E10 (LGR) north-south arm, opposite No. 28 LGR to Nos.1 to 19 Clewer Court LGR (4 spaces); Marchant Road E11 north-west side, opposite No. 440 Cathall Road (4 spaces).

E17 roads

Bisterne Avenue north-south arm, west side - outside the eastern boundary of No. 45 Upper Walthamstow Road (4 spaces); Rutland Road (RUR) north side, outside No. 4 RUR and the flank wall of No. 78 Belgrave Road (2 spaces).

E4 and IG8 roads

Aldriche Way E4 north-south arm (east), opposite St Nicholas Court and Nos. 97-119 Aldriche Way (4 spaces); Beech Hall Road E4 (BHR) east side, opposite No. 194 BHR (2 spaces); Hurst Avenue E4 west side, outside the east facing boundary of No. 32 Cherrydown Avenue (2 spaces).
