1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order would be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify that the parking place listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in that parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;

(e) revoke the electric vehicle parking place in Parkwood Road at its junction with Woodside which would be replaced by the Parkwood Road electric vehicle parking place specified in Schedule 2 to this notice.

3. The general effect of the 'Parking Places Amendment' Orders would be to remove existing lengths of parking place in the lengths of road listed in Schedule 2 to this notice to accommodate the introduction of a parking place designated for electric vehicle charging.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2024/batch15, no later than 4 October 2024.

Proposed Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone

CRICKET GREEN, CR4; the east side, from a point 8.7 metres south of the southern kerb-line of the access road that leads towards Brook House, southward for a distance of 6 metres.

HOMEFIELD GARDENS, SW19; the north side, from a point 9.8 metres east of its junction with Phipps Bridge Road, eastward for a distance of 5.5 metres.

LAVENDER AVENUE, CR4; the south side, from a point 19.5 metres west of its junction with Lavender Grove westward or a distance of 6 metres.

LAVENDER AVENUE, CR4; the north-west side, from a point 0.3 metres north-east of the south-western boundary of No. 135 Lavender Avenue south-westward for a distance of 5.5 metres.

MOUNT ROAD, CR4; the north-west side, from the common boundary of Nos. 27 and 29 Mount Road north-eastward for a distance of 5.5 metres.

PARKWOOD ROAD, SW19; the north-east side, from a point 9 metres south-east of the south-eastern kerb-line of Woodside, south-eastward for a distance of 5.5 metres.

PORTLAND ROAD, CR4; the north-east side, from a point 1 metre north-west of the common boundary of No. 47 Portland Road and No. 50 Lewis Road, south-eastward for a distance of 5.5 metres.

SHELDRICK CLOSE, SW19; the south side, from a point 2 metres west of the common boundary of Nos. 1-6 and 7-12 Sheldrick Close, westward for a distance of 5.5 metres (partially on the footway).

ABBOTT AVENUE, SW20; the south-east side, from a point 3.2 metres north-east of a point opposite the common boundary of Nos. 64 and 66 Abbott Avenue, north-eastward for a distance of 5.5 metres.

LOWER DOWNS ROAD, SW20; the north-east side, from a point 15.8 metres south-east of the south-eastern kerb-line of Toynbee Road south-eastward for a distance of 5.5 metres.

SYDNEY ROAD, SW20; the north-east side, from a point 2 metres south-east of the common boundary of Nos. 46A and 48 Sydney Road north-westward for a distance of 6 metres.

VICTORIA ROAD, CR4; the south-east side, from a point 11.2 metres north-east of the north-eastern kerb-line of Wilson Avenue, north-eastward for a distance of 6 metres.
