EXPERIMENTAL INTRODUCTION OF BICYCLE PARKING HANGARS IN VARIOUS ROADS IN THE WATERLOO AREA AND REMOVAL OF EXISTING PARKING SPACES TO ACCOMMODATE THOSE HANGARS

[NOTE: This Notice is about the introduction of secure bicycle parking hangars at each of the locations specified in paragraph 2 below. 2.7 metres of any existing parking space at these locations will be removed to accommodate new parking places in which the hangars would be situated. These measures will all be introduced as an experiment in the first instance. Objections to this being continued on a permanent basis may be made, as well as any other comments – see paragraph 7].

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth made on 10 September 2024 the Lambeth (Charged-For Parking Places) (Amendment No. 5) Experimental Traffic Order 2024 under section 9 of the Road Traffic Regulation Act 1984 (as amended).

2. The general effect of the Order which comes into force on 7 October 2024 is to designate parking places in which bicycle parking hangars would be installed at each of the following locations (where there is existing parking place at these locations, 2.7 metres of that parking place would be removed to accommodate the bicycle parking hangar): -

(1) Hercules Road, the south-east side, install 2 cycle hangers outside Nos. 1 to 24 Hercules Road;

(2) Morley Street, the south-west side, install 2 cycle hangers outside Nos. 18 to 21 Morley Street;

(3) Roupell Street, the north side, install 1 cycle hanger adjacent to No. 75 Roupell Street;

(4) Tanswell Street, the south-west side, install 2 cycle hangers outside the flank wall of Nos. 35 to 41 Lower Marsh;

(5) Webber Street, the south-west side, install 2 cycle hangers opposite the junction of Mitre Road.

3. The changes are necessary to provide secure parking space for businesses and employees who do not have the space and/or ability to park bicycles at their place of work. Hangars aim to reduce theft, improve the street scene and encourage people to choose cycling as a safe and secure method of transport over the private car. The use of more sustainable modes of transport will also contribute to improved air quality in the borough in line with council cleaner air policies. The Orders are being introduced as an experiment in the first instance so their effect on the roads concerned and those in the surrounding area can be assessed before a decision is made about whether to continue them permanently.

4. Where it appears essential for certain purposes, the Council’s Assistant Director of Infrastructure, Environment, Public Realm & Climate Change Delivery, or any person authorised by him, may modify, or suspend any of the Orders or any of their provisions under section 10(2) of the Road Traffic Regulation Act 1984.

A copy of each of the Order and other documents giving detailed particulars about them are available for inspection online at: https://streets.appyway.com/lambeth or www.lambeth.gov.uk/traffic-management-orders and at the offices of Lambeth Council’s Parking and Enforcement Group (Parking, Network Management & Fleet), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the Orders cease to have effect. 6. The Council will consider in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45 and 46 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders, within a period of six months beginning with the date on which the experimental Orders come into force or, if any of the experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. 7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
