GODING STREET PEDESTRIANISATION - EXPERIMENTAL PEDESTRIAN ZONE AND CHANGES TO WAITING, LOADING AND PARKING PLACES

[NOTE: This notice is about the introduction of an experimental pedestrian zone in the southern section of Goding Street where motor vehicles are prohibited except for loading. The proposals also include changes to waiting, loading, and parking places. Objections to this being continued on a permanent basis may be made, as well as any other comments – see paragraph 6].

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 24 September 2024 made the Lambeth (Moving Traffic Restrictions) (No. 5) Experimental Order 2024, the Lambeth (Charged-For Parking Places) (Amendment No. 6) Experimental Order 2024 and the Lambeth (Free Parking Places, Loading Places, and Waiting, Loading and Stopping Restrictions) (Amendment No. 4) Experimental Order 2024 under section 9 of the Road Traffic Regulation Act 1984. The Order will come into force on 7 October 2024.

2. The general effect of the Order in Goding Street will be to: -

(1) ban motor vehicles except for (40 minutes no return in 2 hours) loading/unloading from entering Goding Street south of New Spring Gardens Walk.

(2) convert single yellow lines to double yellow lines, (a) the west side, south of New Spring Gardens Walk, (b) the east side, south of New Spring Gardens Walk, (c) the east side, from a point opposite the southern kerb-line of New Spring Gardens Walk northward for 20 metres.

(3) the east side, convert business permit holder bays, (a) to double yellow lines, (b) a 10 metre E-scooter and dockless bike bay.

(4) the east side, convert solo motorcycle bay to double yellow lines.

(5) The east side, convert 10 metres of shared use parking place to a solo motorcycle bay.

3. Where it appears essential for certain purposes, the Council’s Assistant Director of Infrastructure, Environment, Public Realm & Climate Change Delivery, or any person authorised by him, may modify, or suspend any of the Orders or any of their provisions under section 10(2) of the Road Traffic Regulation Act 1984.

4. A copy of each of the Orders and other documents giving detailed particulars about them are available for inspection online at: https://streets.appyway.com/lambeth or www.lambeth.gov.uk/traffic-management-orders and at the offices of Lambeth Council’s Parking and Enforcement Group (Parking, Network Management & Fleet), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the Orders cease to have effect. 5. The Council will consider in due course whether the provisions of the Order should be continued in force indefinitely by means of a permanent Order made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Order within a period of 6 months beginning with the date on which the experimental Order comes into force or, if the Order is varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any such objection must be made in writing and must state the grounds on which it is made quoting reference Goding Street Pedestrianisation and be sent to Trafficorders@lambeth.gov.uk or to Parking and Enforcement Group (Parking, Network Management & Fleet), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG. Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.

6. If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
