The Welsh Ministers propose, in not less than 21 days from the date of this Notice, to make an Order under sections 14 and 15(2) of the Road Traffic Regulation Act 1984, which is necessary to undertake works on or near the A465 trunk road between Neath and Llandarcy.

The effect of the proposed Order will be to temporarily:

i. Prohibit all vehicles from proceeding on the lengths of the A465 trunk road specified in Schedule 1 to this Notice. The alternative route arrangements are also described therein.

ii. Close either the westbound or eastbound carriageway and prohibit overtaking on the length of the A465 trunk road described in Schedule 2 to this Notice. Contra-flow will operate in the offside lane of whichever carriageway remains open to traffic.

iii. Prohibit vehicles over 2.9 metres wide and vehicles with a weight of or over 44 tonnes from proceeding on the lengths of the A465 trunk road specified in the Schedules to this Notice. The alternative route is described in Schedule 1.

iv. Prohibit cyclists from proceeding on the lengths of the A465 trunk road specified in the Schedules to this Notice.

v. Impose a 30 mph, 40 mph or 50 mph speed limit on the lengths of the A465 trunk road specified in the Schedules to this Notice.

The Order will come into force on 1 November 2024. The road is expected to be closed at night (20:00 – 06:00 hours) but open under contraflow during the day (06:00 – 20:00 hours). The various temporary prohibitions and restrictions are expected to operate intermittently, and when indicated by traffic signs, from 20:00 hours on 1 November 2024 until the works are complete and the temporary traffic signs are permanently removed. The Welsh Ministers are satisfied that the works will take longer than 18 months.

SCHEDULE 1

The length of the westbound carriageway of the trunk road that extends from the nosing of the westbound exit slip road at the A465/A474 Neath Interchange to its junction with the main circulatory carriageway of the M4 Junction 43/A465 Llandarcy Interchange, including the westbound entry slip road at Neath Interchange and the trunk road layby adjacent to the A465 westbound carriageway.

The length of the eastbound carriageway of the trunk road that extends from its junction with the main circulatory carriageway of the M4 Junction 43/A465 Llandarcy Interchange to the nosing of the eastbound entry slip road at the A465/A474 Neath Interchange.

Alternative routes

The alternative route for westbound motorway vehicles from Neath Interchange will be via the north-westbound A474 to Neath Abbey Roundabout, westbound A4230 to the M4 Junction 44 (Lon Las) and eastbound M4 to Junction 43 (Llandarcy): vice versa for eastbound motorway traffic from Junction 43.

The alternative route for westbound non-motorway vehicles and cyclists from Neath Interchange will be via the north-westbound A474 to Neath Abbey Roundabout, westbound A4230 and westbound B4290 to the M4 Junction 43 (Llandarcy): vice versa for eastbound non-motorway vehicles and cyclists from Junction 43.

The alternative route for westbound wide vehicles and heavy vehicles from Neath Interchange will be via the eastbound A465 to Cefn Coed Roundabout, Merthyr Tydfil, southbound A470 to the M4 Junction 32 (Coryton) and westbound M4 to Junction 43 (Llandarcy): vice versa for eastbound wide vehicles from Junction 43.

SCHEDULE 2

The length of the westbound carriageway of the trunk road that extends from the crossover point at the nosing of the westbound entry slip road at Neath Interchange for approximately 2.3 kilometres.

The length of the eastbound carriageway of the trunk road that extends from the crossover point at the junction with the main circulatory carriageway of the M4 Junction 43/A465 Llandarcy Interchange for approximately 2.3 kilometres.
