1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Ealing, on 4 November 2024 made the above titled Orders, under sections 6, 45, 46, 49 and 124 and of Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the made Park Royal Orders will be to implement a ‘controlled parking zone’ (CPZ) on the Park Royal area (PR-I), which will operate Monday to Friday, 0800 – 1800 hours, which will consist of: -
(a) “permit holders parking places” on lengths of Bashley Road, Gorst Road, Minerva Road, Standard Road;
(b) “shared use” ‘pay by phone and permit holder parking places’ for vehicles where the driver has paid the parking charge by phone or vehicles in respect of which a valid parking permit has been granted: on lengths of Chandos Road, Chase Road, Dragor Road, Park Royal Road, School Road, St Leonards Road;
* Vehicles will be able to park in these parking places (in points 2(a) above and 2(b)) if they display a valid permit during the operational hours without limit;
(c) waiting restrictions ‘at any time’ on lengths of Bashley Road, Chandos Road, Chase Road, Dragor Road, Gorst Road, Minerva Road, Park Royal Road, School Road, St Leonards Road, Standard Road;
3. Further effects of the made Park Royal Orders will be to convert the existing: -
(a) pay by phone parking bays to “shared use” ‘permit holders or pay by phone parking bays’ on lengths of St Leonards Road and waiting restrictions ‘at any time’;
(b) time limited free parking places, pay by phone parking bays and single yellow line (waiting restriction) to “shared use” ‘permit holders or pay by phone parking bays’ on lengths of St Leonards Road and double yellow line (waiting restriction). The proposals for parking places on Acton Lane and Chase Road have been abandoned.
4. The general effect of the made waiting restriction Order for Acton Lane and Chase Road will be to impose waiting restrictions that operate either at any time or Monday to Friday, 0800 – 1800 hours.
* All the above made parking places will accept the following: (a) carer’s parking permit; (b) PR-I parking permit; (c) religious parking permit, (c) service parking permit; (d) borough wide visitor service voucher; (e) visitor voucher for vulnerable people; (f) PR-I visitors parking permit. Passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and provided that with the exception of motorcycles and disabled persons vehicles, a valid (in an electronic form) PR-I zone parking permit or parking voucher has been issued to the vehicle. Parking permit eligibility, charges for: parking permits; parking vouchers, “pay by phone” parking charges, will be as detailed in Schedules to this Notice. Users of the telephone payment system should follow the instructions displayed at the parking place quoting the unique number relating to that parking place to the service provider and providing information as requested. Payment of the parking charge can then be made using most debit and credit cards. Text receipt for the parking session and expiry of parking reminder text messages are available free of charge.
5. The made Orders, which will come into operation on 18 November 2024, and other documents giving more detailed particulars of the Orders including plans, are available by e-mail from ‘trafficnotices@ealing.gov.uk’ or for inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until six weeks of the date on which the Orders were made.
6. Any person desiring to question the validity of the Orders or any provision contained therein on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks of the date on which the Orders were made, make an application for the purpose to the High Court.

SCHEDULE 2 – parking permit and parking voucher charges.
1. Annual PR-I parking permits (which are issued in an electronic form) will be charged as follows: -

There will be a £20 discount for electric vehicles from the above charges, however there is a minimum charge of £20 for a permit. Older diesel vehicles (manufactured in 2015 or before) will be subject to an additional charge of £55. Each additional vehicle at the same address will incur an additional charge of £60 multiplied by the number of additional vehicles at that address.
2. PR-I Visitors Parking Permits can be purchased at a cost of 90 pence per hour or £4.95 for all day. These parking permits will be issued in an electronic form.
3. Borough wide visitors’ service vouchers will be available to park at a cost of £2.60 per hour.
SCHEDULE 3 – Pay by Phone Charges
The charges for parking in the “shared use” parking places will be in line with existing charges: 40 pence per hour up to a maximum charge of £4.20 per day.
