THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20**

THE BARNET (20MPH SPEED LIMIT) (NO. *) TRAFFIC ORDER 20**

SECTION 90A HIGHWAYS ACT 1980

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Order under sections 6 and 84 to the Road Traffic Regulation Act 1984 and all other enabling powers.

1. In order to address concerns about speeding, and to improve general road safety, the general effect of the Order would be to introduce a maximum speed limit of 20mph in the following roads/section of roads:

• Church Hill Road EN4– Entire length.

• Brunswick Park Road N11– Entire length.

NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6 to the Road Traffic Regulation Act 1984 and all other enabling powers.

2. As part of a variety of measures in the borough to deter obstructive parking, improve sightlines, traffic flow and road safety, the general effect of the Order would be to introduce new lengths of ‘at any time’ waiting restrictions at the following locations below:

a) At the junction of Cedar Avenue EN4 and Church Hill Road, at the junction of Rushdene Avenue EN4 and Church Hill Road, at the junction of Stuart Road EN4 and Church Hill Road, at the junction of Spencer Road and Park View Crescent N11 and at the junction of Oakeigh Road South and Spencer Road N11.

b) By upgrading a lengths of existing waiting restrictions operating 8am to 6.30pm Monday to Saturday at the junction of Littlegrove EN4 and Church Hill Road.

3. In order to reduce the level of cut through traffic using side roads to avoid main roads and junction congestion, to help improve road safety, the general effect of the Prescribed Route Order would be to:

a) Introduce a point of no entry on Spencer Road N11, at its junction with Oakleigh Road South N11, which would prohibit motorists from entering Spencer Road from Oakleigh Road South.

b) Introduce a point of no entry on Spencer Road N11, at its junction with Park View Crescent, which would prohibit motorists from entering Spencer Road N11 at its junction with Park View Crescent N11.

The prohibition referred to in section 1 above will not apply in relation to anything done:-

(i) with the permission or at the direction of a police constable in uniform.

(ii) in accordance with traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(iii) by any vehicle being used for ambulance, fire brigade or police purposes in an emergency.

4. In order to effectively manage traffic flow and improve road safety, the general effect of the Prescribed Route Order would also be to introduce a one-way traffic system as follows: (a) on Spencer Road N11, so motorist travelling on Spencer Road N11 will only be permitted to travel in a southwesterly direction, between its junction with Brunswick Park Road N11 and Park View Crescent N11.

5. FURTHER NOTICE is hereby given that the London Borough of Barnet in exercise of powers conferred by Section 90A of the Highways Act 1980 proposes to introduce speed cushions or raised tables as follows:

Any person wishing to object to or comment on the proposed Orders should send a written statement explaining their objection/comments, and quoting reference number SCR616 (RSE043_Brunswick Park Road) to the Design Team, London Borough of Barnet, 2 Bristol Avenue, Colindale NW9 4EW, via the Barnet TraffWeb website or via email to Highwayscorrespondence@Barnet.gov.uk within 21 days of the date of this Notice.
