1. Southwark Council hereby GIVES NOTICE that on 30 January 2025 it has made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The effects of the (e-scooter & cycle hire parking places) Order, are to:-
(a) revoke The London Borough of Southwark (e-scooter & cycle hire parking places) Experimental Traffic Order 2023, The London Borough of Southwark (Charged-for parking places) (e-scooter & cycle hire parking) Experimental Traffic Order 2023, and The London Borough of Southwark (Free parking places, Waiting and Loading restrictions) (e-scooter & cycle hire parking) Experimental Traffic Order 2023, which in effect removes the trialled e-scooter & cycle hire parking and reverts the associated trialled changes to parking or waiting or loading restrictions to their previous state, in:-
ASYLUM ROAD, AZENBY ROAD, BARRY ROAD, BARSET ROAD, BELLENDEN ROAD, BOSS STREET, BOURNEMOUTH ROAD, BOWEN DRIVE, BRAGANZA STREET, BURRELL STREET, BYWATER PLACE, CALTON AVENUE, CAMBERWELL GREEN, CARVER ROAD, CHAPTER ROAD, COBOURG ROAD, COLLEGE ROAD, COOKS ROAD, CRAWTHEW GROVE, CRESCENT WOOD ROAD, CROXTED ROAD, DAGMAR ROAD, DRUID STREET, DULWICH WOOD AVENUE, DUNSTANS ROAD, EAST DULWICH ROAD, ELLAND ROAD, EYNELLA ROAD, FOREST HILL ROAD, GALLERY ROAD, GIBBON ROAD, GREEN DALE, GREEN HUNDRED ROAD (note that the existing permanent free ‘short stay’ parking in Green Hundred Road will not be reverted because this was removed as part of the extension to CPZ ‘T’ and replaced with CPZ ‘T’ ‘shared-use’ parking), HALF MOON LANE, HANSLER ROAD, HEBER ROAD, JOHN RUSKIN STREET, KEETON'S ROAD, LAMBETH ROAD, LIBRARY STREET, LIVERPOOL GROVE, LORDSHIP LANE, LYALL AVENUE, MANOR PLACE, MELFORD ROAD, NICHOLSON STREET, NUNHEAD GREEN, OSWIN STREET, PARK HALL ROAD, RAINBOW STREET, RED POST HILL, ROTHERHITHE STREET, SOUTHWARK PARK ROAD, SPA ROAD, ST AIDAN'S ROAD, ST GEORGE'S WAY, THE CUT, THORNCOMBE ROAD, TRINITY STREET, UNION STREET, WAVENEY AVENUE, WILSON GROVE and WYNDHAM ROAD. Please note that, unless otherwise stated, the trialled e-scooter & cycle hire parking places have been replaced with the permanent e-scooter & cycle hire parking places as detailed in item 2(c) below;
(b) consolidate and introduce permanent e-scooter hire, and e-scooter and cycle hire parking places as additions to The London Borough of Southwark (Charged-For Parking Places) (Map-based) Order 2021, replacing the Order and map-schedule designations for existing e-scooter & cycle hire bays in: CALTON AVENUE, COURT LANE and MELBOURNE GROVE (this is an administrative exercise, note that there will be no physical changes at these locations); and
(c) provide permanent parking places on the carriageway for the use of e-scooter & cycle hire providers (who are participating in the pan-London e-scooter & cycle hire trails) only, 2 metres (‘m’) in width and 6.6m in length (unless otherwise stated) and aligned parallel to the kerb, at the following locations:-
ALLEYN PARK (15m in length) east side, opposite No. 33 Alleyn Park (not previously trialled);
ASYLUM ROAD (8m in length) north-east side, between its junctions with Old Kent Road and Gervase Street;
AZENBY ROAD (8.5m in length) south-west side, o/s No. 93 Azenby Road;
BARRY ROAD (9m in length) south-east side, o/s No. 3 Barry Parade, Barry Road (which replaces previously trialled e-scooter & cycle hire parking o/s No. 8 Barry Road);
BARSET ROAD south-west side, side of No. 135 Evelina Road;
BELLENDEN ROAD south-east side, o/s No. 145 Bellenden Road;
BOSS STREET south-east side, south of its junction with Queen Elizabeth Street;
BOURNEMOUTH ROAD (10m in length) south-east side, north-east of its junction with Rye Lane;
BOWEN DRIVE north-east side, o/s No. 5 Bowen Drive;
BRAGANZA STREET north-east side, o/s Kennington underground station;
BURRELL STREET east side, side of Nos. 4-5 Burrell Street;
BYWATER PLACE south-east side, north-east of its junction with Salter Road;
CAMBERWELL GREEN (10m in length) north-east side, o/s Block M, Peabody Buildings Camberwell Green;
CARVER ROAD north side, east of its junction with Herne Hill;

COBOURG ROAD (8m in length) north-west side, south-west of its junction with Old Kent Road;
COLLEGE ROAD (8m in length) east side, opposite Dulwich Picture Gallery;
CRAWTHEW GROVE south-east side, north-east of its junction with Lordship Lane;
CRESCENT WOOD ROAD (10m in length) south-west side, north-west of its junction with Sydenham Hill;
CROXTED ROAD (8m in length) north-east side, side of No. 1 Kennoldes, Croxted Road;

ROTHERHITHE STREET south-east side, o/s Surrey House (No. 236 Rotherhithe Street);
SOUTHWARK PARK ROAD (8m in length) north-east side, opposite No. 395 Southwark Park Road; SPA ROAD north-west side, o/s Cube House (No. 5 Spa Road);
ST AIDAN'S ROAD (8m in length) north-west side o/s Nos. 86/87 St Aidan's Road (which replaces previously trialled e-scooter & cycle hire parking opposite Nos. 76/77 St Aidan's Road); ST GEORGE'S WAY south-east side, east of its junction with Cator Street;
STUART ROAD (8m in length) south-east side opposite Nos. 3 and 5 Stuart Road (which replaces previously trialled e-scooter & cycle hire parking in Elland Road north-west side, north-east of its junction with Peckham Rye); THE CUT north-west side, north-east of its junction with Hatfields;
THORNCOMBE ROAD north-east side, side of No. 129 East Dulwich Grove;
TURNEY ROAD (5m in length) north-west side o/s the space between Nos. 47 and 55 Turney Road (not previously trialled);
UNION STREET north side, o/s Nos. 152/154 Union Street;
WAVENEY AVENUE south-east side, north-east of its junction with Peckham Rye; WILSON GROVE north-east side, north-west of its junction with Jamaica Road; and
WYNDHAM ROAD north-west side, north-east of its junction with Toulon Street.
NOTES: (1) The measures below in items 3 and 4 are made to accommodate the provision of the new permanent e-scooter & cycle hire parking places and in those locations in the carriageway as detailed in item 2(c) above. (2) ‘permit’ refers to parking places for holders’ of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ paid ticket holders are permitted to park within the permitted hours. ‘DYLs’ refer to waiting restrictions which operate 'at any time' - all hours on every day of the week, and ‘SYLs’ refer to ‘timed’ waiting restrictions. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking
3. The effects of the (Charged-for parking places) Order, are to:-
(a) in CPZ 'C1' (i) reduce existing 'pay' by 6.6m in THE CUT (11.5m remain), and (ii) reduce existing 'permit' by 6.6m in UNION STREET (47.5m remain);
(b) in CPZ 'C2' (i) reduce existing 'shared-use' by 6.6m in LAMBETH ROAD (10.5m remain), and (ii) reduce existing 'pay' by 6.6m in LIBRARY STREET (28.5m remain);
(c) in CPZ 'E' (i) reduce existing 'shared-use' by 6.6m in CHAPTER ROAD (14.5m remain), (ii) reduce existing 'pay' by 6.6m in BRAGANZA STREET (12.5m remain), and (iii) remove 5m existing 'pay' in DODDINGTON GROVE;
(d) in CPZ 'EC' reduce existing 'shared-use' by 10m in CAMBERWELL GREEN (15.5m remain);
(e) in CPZ 'ED’ (i) reduce existing 'shared-use' by 6.6m in GREEN DALE (23m remain), and (ii) reduce existing 'permit' by 6.6m in THORNCOMBE ROAD (5m remain);
(f) in CPZ 'F' reduce existing 'permit' by 6.6m in DRUID STREET (13m remain);
(g) in CPZ 'G' (i) remove 5.6m existing 'pay' in BOSS STREET, (ii) remove 8m existing 'permit' in SOUTHWARK PARK ROAD, and (iii) reduce existing 'permit' by 6.6m in WILSON GROVE (32m remain);
(h) in CPZ 'GR' split and reduce existing 'shared-use' by 6.6m in SPA ROAD (total of 14.5m remain);
(i) in CPZ 'HH' reduce existing 'shared-use' by 6.6m in CARVER ROAD (9m remain);
(j) in CPZ 'LG' reduce existing 'shared-use' by 10m in DAGMAR ROAD (51m remain);
(k) in CPZ 'NC' reduce existing 'shared-use' by 6.6m in WYNDHAM ROAD (52m remain);
(l) in CPZ 'PR' remove 8.5m existing 'shared-use' in AZENBY ROAD;
(m) in CPZ 'PW' reduce existing 'pay' by 6.6m in EAST DULWICH ROAD (24.5m remain);
(n) in CPZ 'R' reduce existing 'permit' by 6.6m in ST GEORGE'S WAY (27m remain);
(o) in CPZ 'S' (i) reduce existing 'permit' by 6.6m in BYWATER PLACE (9m remain), and (ii) reduce existing 'shared-use' by 6.6m in ROTHERHITHE STREET (5.5m remain); and
(p) in CPZ ‘T’ reduce existing 'shared-use' by 8m in ASYLUM ROAD (16m remain), by 8m in COBOURG ROAD (246.5m remain), and by 6.6m in GREEN HUNDRED ROAD (71.5m remain).
4. The effects of the (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order, are to:-
(a) reduce existing free 'short stay' parking: (i) by 1.5m in GIBBON ROAD (10m remain), (ii) by 6.6m in BARSET ROAD (9m remain), (iii) by 7m in LORDSHIP LANE (o/s No. 340 Lordship Lane 24.5m remain), (iv) by 8m in HALF MOON LANE (33.5m remain), (v) by 9m in BARRY ROAD (5m remain), and (vi) by 10m in LORDSHIP LANE (o/s No. 89 Lordship Lane 60.5m remain), and in RED POST HILL (12m remain);
(b) split and reduce existing free 'short stay' parking by 6.6m in BELLENDEN ROAD (total of 18m remain), and in FOREST HILL ROAD (total of 46m remain);
(c) relocate 11m of existing free 'short stay' parking north-eastward by 6.6m in CRAWTHEW GROVE;
(d) remove existing lengths of ‘timed’ waiting restrictions (single yellow lines ‘SYLs’): (i) 1m in BOSS STREET, (ii) 6.6m in MANOR PLACE and in OSWIN STREET, and (iii) 8m in KEETON'S ROAD and in DE CRESPIGNY PARK;
(e) convert 10.5m existing length of 'SYLs' to new 'at any time' waiting restrictions (double yellow lines ‘DYLs’) in DE CRESPIGNY PARK;
(f) remove 10m existing length of 'at any time' loading restrictions (double kerb blips) and contiguous ‘DYLs’ in BOURNEMOUTH ROAD south-west side (north-east of its junction with Rye Lane); and
(g) remove 6.6m existing lengths of ‘DYLs’ in BURRELL STREET and in RAINBOW STREET.
5. 6. Any person desiring to question the validity of the Order/s, or of any provision contained therein, on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order/s may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
