1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49, 63 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.

2. The general effect of the ‘Pedal Cycles Order’ would be to provide a secure bicycle parking facility (fully enclosed bike hangar measuring 2.6 metres in length and 2 metres in width for a maximum of 6 pedal cycles) at each of the locations specified in Schedule 1 to this Notice. Certain specified locations would provide for two bike hangars.

3. The general effect of the 'Electric Vehicle Charging Points' Order would be to: -

(a) designate a parking place for electric vehicle charging at the location listed in Schedule 2 to this notice;

(b) provide that the parking place would operate at all times, unless otherwise stated;

(c) specify that the parking place in the controlled parking zone referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.

4. The general effect of the ‘Motorcycle Parking Places’ Order would be to convert a length of parking place to a motorcycle only parking place in the length of street specified in Schedule 3 to this notice.

5. The general effect of the ‘Parking Places Amendment’ Orders would be to remove existing lengths of the parking places referred to in the Schedules to this Notice to facilitate the introduction of bike hangars, etc.

6. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. Documents are also available for viewing at https://www.merton.gov.uk/streets-parking-transport/traffic-management/consultations.

7. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/HANGARS no later than 21st February 2025.

ALL SAINTS ROAD, SW19; the south side, from a point 12 metres east of the common boundary of Nos. 29 and 31 All Saints Road eastward for a distance of 2.6 metres.

Existing permit holder bay to be reduced by 3.1m. (CPZ S3).

BRAEMAR AVENUE, SW19; the north-east side, from a point 9.8 metres north-west of the north-western kerb-line of Ashen Grove, north-westward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2m. (CPZ P2).

CLARENDON ROAD, SW19; the east side, from a point 2.2 metres north of a point opposite the common boundary of Nos. 102 and 104 Clarendon Road, SW19, northward for a distance of 2.6 metres. (CPZ CW).

CLIVE ROAD, SW19; the north-east side, from a point 6 metres north-west of the north-western kerb-line of Birdhurst Road, north-westward for a distance of 2.6 metres Existing permit holder bay to be reduced by 3.2 metres. (CPZ CW).

CROMER ROAD, SW17; the south-east side, from a point 5 metres north-east of the northern kerb-line of Links Road north-eastward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2 metres. (CPZ GC).

DURNSFORD AVENUE, SW19; the north-east side, from a point 9.3 metres north-west of its junction with Ashen Grove, north-westward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2 metres. (CPZ P2).

GUNTON ROAD, SW17; the south-east side, from a point 17.4 metres north-east of its junction with Links Road north-eastward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2 metres. (CPZ GC).

EDGE HILL, SW19; the north-east side, from a point 12 metres north-west of the north-western kerb-line of Worple Road, north-westward for a distance of 5.2 metres. (2 cycle hangars). Existing pay and display bay to be removed. (CPZ W6).

KIRKLEY ROAD, SW19; the south-west side, from a point 17.4 metres north-west of its junction with Melbourne Road, north-westward for a distance of 5.2 metres. (2 cycle hangars). Existing pay and display bay to be removed. (CPZ S1).

LANGHAM ROAD, SW20; the south-west side, from a point 10 metres north-west of the north-west kerb-line of Wyke Road, north-westward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2 metres. (CPZ RPE).

RYFOLD ROAD, SW19; the south-east side, from a point 9.5 metres north-east of the north-eastern kerb-line of Melrose Avenue, north-eastward for a distance of 2.6 metres. Existing pay and display bay to be removed. (CPZ P1).

TRAFALGAR ROAD, SW19; the south side, from a point 24.9 metres east of the eastern kerb-line of Nelson Road eastward for a distance of 2.6 metres Existing permit holder bay to be reduced by 3.2 metres. (CPZ S2).

TYNEMOUTH ROAD, CR4; the north-west side, 7 metres south-west of the southern kerb-line of Ashbourne Road, south-westward for a distance of 2.6 metres. Existing permit holder bay to be reduced by 3.2 metres. (CPZ GC2).
