1. The Council of the London Borough of Richmond upon Thames on 22 January 2024 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 27 January 2025

2. The general effect of the Parking Places Order will be to extend the Zone B Controlled Parking Zone to Arundel Terrace, Glentham Road, Glentham Gardens, Lillian Road, Merthyr Terrace and St Hilda’s Road. The zone will operate between 10am and 6.30pm on Mondays to Fridays inclusive.

3. The general effect of the Parking Places Supplementary Provisions Permits Order will be to set the charges for parking permits as described in Schedule 1 to this Notice.

4. The general effect of the On Street Parking Places Parking Charges Order will be to set the RingGo cashless parking charges as described in Schedule 2 to this Notice.

5. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 10am and 6.30pm on Mondays to Fridays inclusive.

6. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident’s permit, a valid business permit, a residents’ visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours. There will also be designated spaces where parking will be permitted upon payment of the appropriate charge.

7. Copies of further details of the proposals: -

(a) can be inspected, quoting Reference 24/114, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council’s website at http://www.richmond.gov.uk/public_notices.

8. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
