NOTICE OF MAKING

Amendments to waiting and loading restrictions, revocation of motorcycle parking bays and relocation of a disabled persons parking place.

In exercise of the powers conferred by sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 and of all other powers, NOTICE IS HEREBY GIVEN that the Common Council of the City of London has made the orders set out in section 1 to this notice, with the effect set out in section 2 to this notice, by amending the orders set out in section 3 to this notice.

1. The following orders will be made and shall become effective on 13th February 2025;

(a) The City of London (Waiting and Loading Restriction) (Amendment No. 16) Order 2025

(b) The City of London (Free Parking Places) (Disabled Persons) (Amendment No. 7) Order 2025

(c) The City of London (Free Parking Places) (Motor Cycles) (Amendment No. 13) Order 2025

(d) The City of London (Free Parking Places) (Disabled Persons) (Amendment No. 8) Order 2025

(e) The City of London (Prescribed Routes) (Road Closure) (Amendment No. 29) Order 2025

2. The orders set out in section 1 to this notice will have the following effect;

(a) Great Winchester Street - relocate the disabled persons parking place on the west side, 5 metres southwards.

(b) Addle Hill - introduce No Loading at Any Time between its junction with Carter Lane to a point 6.4 metres southwards.

(c) Bread Street - introduce No Loading at Any Time between its junction with Queen Victoria Street to a point 6.5 metres northwards.

(d) Deans Court - introduce No Loading at Any Time and No Waiting at Any Time between its junction with Carter Lane to a point 6 metres northwards.

(e) Noble Street - introduce No Waiting and No Loading at Any Time on

(i) the east side, between its junction with Gresham Street and a point 6 metres northwards;

(ii) the west side, between its junction with Gresham Street and a point 11.8 metres northwards

(f) Shoe Lane - introduce No Waiting and No Loading at Any Time on the west side, between its junction with Charterhouse Street and a point 12.9 metres southwards;

(g) Shoe Lane - introduce No Loading at Any Time on the east side, between its junction with Charterhouse Street and a point 12.6 metres southwards;

(h) St Andrews Hill - introduce No Waiting and No Loading at Any Time on the east side, between its junction with Carter Lane and a point 6 metres southwards;

(i) St Andrews Hill - introduce No Loading at Any Time on the west side, between its junction with Carter Lane and a point 6 metres southwards;

(j) Staining Lane - introduce No Waiting and No Loading at Any Time on

(i) the east side between its junction with Gresham Street to a point 6.9 metres northwards;

(ii) the west side between its junction with Gresham Street to a point 10.2 metres northwards;

(k) Breams Buildings - introduce No Loading at Any Time on both sides from its junction with New Fetter Lane to a point 6.2 metres from the eastern kerb line of Fetter Lane;

(l) Mincing Lane – introduce No Loading at Any Time on the east side between the southern kerb-line of Fenchurch Street to a point 9.0 metres south from that kerb kerb-line.

(m) Mincing Lane - introduce No Loading At Any Time on the west side between the southern kerb-line of Fenchurch Lane to a point 10.5 metres south from that kerb- line.

(n) Moor Lane to:

(i) revoke the motor cycle parking place on the south-east side adjacent to the north-west side of No. 21 Moorfields;

(ii) revoke the disabled persons parking places on the south-east side adjacent to the north-west side of No. 21 Moorfields.

(o) Fore Street - introduce a disabled persons parking place on the south side adjacent to the north side of No. 1 London Wall Place.

(p) Middlesex Street - prohibit all vehicles proceeding in Middlesex Street from its junction with Bishopsgate to a point 23.4 metres east of that junction between the hours of 9am and 3pm on Sundays.

3. The orders have been made by amending the following orders;

(a) The City of London (Waiting and Loading Restriction) (Consolidation No. 2) Order 2021 (as amended)

(b) The City of London (Free Parking Places) (Disabled Persons) (No. 4) Order 2013 (as amended by The City of London (Free Parking Places) (Disabled Persons) (Amendment No.1) Order 2021)

(c) The City of London (Free Parking Places) (Motor Cycles) (Consolidation No. 1) Order 2017 (as amended by The City of London (Free Parking Places) (Motor Cycles) (Amendment No. 9) Order 2021)

(d) The City of London (Prescribed Routes) (Road Closure) (No.1) Order 2016

Copies of the Orders, which will come into operation on 13th February 2025, the statement of reasons for making the Orders and plans can be inspected during normal office hours on Monday to Fridays inclusive for a period of six weeks from the date on which the Orders were made at the Technology Support Desk, North Wing, Guildhall, London, EC2V 7HH or on the City of London website at www.cityoflondon.gov.uk/services/streets/traffic-schemes-and-proposals.

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the powers of the relevant section of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with may, within six weeks from the date on which the Orders were made, make an application for the purpose to the High Court.
