PROPOSED INTRODUCTION 30MPH SPEED LIMIT, “AT ANY TIME” WAITING RESTRICTIONS AND FREE PARKING BAYS – HAYES LANE, KENLEY
THE CROYDON (SPEED LIMIT) (NO. K11) ORDER 202-
THE CROYDON (PROHIBITION AND RESTRICTION OF STOPPING, LOADING AND WAITING) AND (FREE PARKING PLACES) (NO.K11A) ORDER 20-
THE CROYDON (ON-STREET CHARGED-FOR PARKING PLACES) (AMENDMENT NO.K11B) ORDER 20-
1. NOTICE IS HEREBY GIVEN that Croydon Council proposes to make the above Traffic Orders under the relevant sections of the Road Traffic Regulation Act 1984 as amended and all other enabling powers.
2. The general effect of the Orders would be:
a) To introduce a 30mph speed limit to replace the existing 40mph speed limit in Hayes Lane, Kenley, between the existing 30mph section of Hayes Lane (which finishes at a point 21.5 metres south-west of the common boundary of Sherwood Lodge and Egremont, Old Lodge Lane) and the boundary with Surrey County Council.
b) To introduce double yellow line waiting restrictions operating “at any time” on both sides of Hayes Lane between its junction with Old Lodge Lane and the southern boundary of No. 279 Hayes Lane.
c) To introduce new or amend existing free parking bays in Hayes Lane as detailed below.
(i) Introduce a new 25-metre-long partial footway bay on the south-east side, opposite the rear of Cedarcroft, Old Lodge Lane.
(ii) Extend the existing full carriageway bay on the north-east side, south-east of the southeastern boundary of No. 260 Hayes Lane by 200 metres towards the boundary with Surrey County Council.
3. A copy of the proposed Orders and all related documents can be inspected from 9am to 4pm on Mondays to Fridays inclusive until the last day of a period of six weeks beginning with the date on which the Orders were made or, as the case may be, the Council decides not to make the Orders, at the Enquiry Counter, 'Access Croydon' Facility, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA. 4. Persons desiring to object to the proposed Orders should make a statement in writing of their objection and the grounds thereof to the Parking Design Section, Sustainable Communities, Regeneration & Economic Recovery Directorate, 3rd Floor, Zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA, or by email to Parking Design (email address above) quoting reference PD/CH/K11, K11a & K11b, by 27 February 2025.
5. The proposed Orders are intended to introduce a 30mph speed limit in Hayes Lane as described in Paragraph 2 above, to replace the existing 40mph limit in that section of the road. This is being proposed on road safety grounds to improve conditions for both pedestrians and cyclists. The Orders are also proposed to introduce waiting restrictions, amend an existing free parking place and introduce a new free parking place in Hayes Lane to ensure parking facilities are available where needed but restricted where parking causes obstruction to sightlines or other traffic.
