Education and Libraries

(Northern Ireland) Order 2003 No. 424 (N.I. 12)

Notice is hereby given that in exercise of the power conferred on Her by paragraph 1(1) of the Schedule to the Northern Ireland Act 2000 (c.1) Her Majesty has made the Education and Libraries (Northern Ireland) Order 2003. The Order makes provision for:-

•	the introduction of a common formula for the calculation of school budgets;
•	the introduction of Best Value in the delivery of Education and Library Board services and the consequent repeal of existing Compulsory Competitive Tendering provisions;
•	the greater delegation of authority from the Department of Education to the Education and Library Boards in addressing routine administrative matters;
•	strengthening elements of children’s rights; and
•	allowing access to the special education system for pupils from outside Northern Ireland.
