NOTE: The Amendment Scheme which follows this Note is made under section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Overseas Parcel Post Scheme 2001. The Amendment Scheme, which comes into force on 21 August 2006, changes certain products and their prices.

Royal Mail Group plc(a) by virtue of the powers conferred upon it by Section 89 of the Postal Services Act 2000(b) and of all other powers enabling it in this behalf, hereby makes the following Scheme:
Commencement and citation
1. This Scheme shall come into operation on 21 August 2006 and may be cited as the Royal Mail Group plc Overseas Parcel Post (Amendment No.10) Scheme 2006.
2. This Scheme shall be read as one with the Successor Postal Services Company Overseas Parcel Post Scheme 2001(c) (hereinafter called “the Scheme”), as amended by the Consignia plc Overseas Parcel Post (Amendment No. 1) Scheme 2001(d), the Consignia plc Overseas Parcel Post (Amendment No. 2) Scheme 2001(e), the Consignia plc Overseas Parcel Post (Amendment No. 3) Scheme 2002(f),the Consignia plc Overseas Parcel Post (Amendment No. 4) Scheme 2002(g), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 5) Scheme 2003(h), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 6) 2003(i), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 7) 2003(j) the Royal Mail Group plc Overseas Parcel Post (Amendment No. 8) 2004(k), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 9) 2005(l) and the Royal Mail Group plc Overseas Parcel Post (Amendment No. 10) 2006(l).
3. A reference in this Scheme to the Successor Postal Services Company shall be read as a reference to Royal Mail Group plc.
Part 2 (Rates of Postage and General Conditions), Section 6 (Prohibition)
4. In paragraph 6(2)(a) point (i) to be replaced with “controlled drugs. Those discovered in transit will be stopped and handed to Customs or the Police who may take legal action against the sender and/or recipient. Examples; cocaine, cannabis resin, LSD, narcotics, morphine, opium and psychotropic substances etc;”
5. In paragraph 6(2)(a) point (ii), the following text to be deleted “In addition, the following may be sent to destinations in zones 1 and 3; caterpillars, earth worms, fish fry and eggs, lugworms, maggots, mealworms, pupae and chrysalides and ragworms.”
6. In paragraph 6(2)(a) point (vi) to be replaced by “gases compressed, liquefied or dissolved under pressure;”.
7. In paragraph 6(2)(a) point (xv) to be replaced by “tickets and related advertisements for illegal lotteries;”
8. In paragraph 6(2)(a) point (xvii) to be replaced by “indecent, obscene or offensive communications, prints, photographs, books or other articles, and packets bearing grossly offensive, indecent or obscene works, marks or design. Those discovered in transit will be stopped and handed to Customs or the Police who may take legal action and/or the recipient;”
9. In paragraph 6(2)(a), the following points to be added:
“(xix) alcoholic beverages where the content is greater than 70%;
(xx) batteries where they are not posted in their original retail packaging;
(xxi) Christmas crackers, where they are not in their made up form and posted in their retail packaging;
(xxii) counterfeit currency and postage stamps, unless they are no longer available for current use and therefore have value only as collectors items;
(xxiii) diagnostic specimens;
(xxiv) infectious substances;
(xxv) perishable items that cannot withstand 48 hours of transit time;
(xxvi) prescription drugs where they are not from and to a medical practitioner or a hospital. In the case of emergencies however, prescription drugs may be sent to a private individual as long as they are in prescription quantities;
(xxvii) sharp objects where they have not been packaged in a way that prevents them from presenting a risk to employees, other packages and the recipient;
(xxviii) any financial documents (money, bankers drafts, cheques, dividends, bonds, securities etc) which can be exchanged themselves or with any other document for money, goods or services.”
10. In paragraph 6(2), point (d) to be replaced by “bearing words, marks or designs which are unauthorised and which may reasonably lead the recipient to believe that the packet has been sent on Her Majesty’s Service;”
Part 2 (Rates of Postage and General Conditions), Section 7 (Packing)
11. In paragraph 7(2), point (d) to be added to read “guidelines on packaging can be found on www.parcelforce.com”
Part 3 (Postal Facilities), Section 24 (Compensation)
12. In paragraph 24(1), the text “In the case of parcels other than those for transmission through a British Forces Post Office outside the British Postal area” to be deleted.
13. In paragraph 24(1), point (a) to be replaced with “any one Standard service parcel and its contents shall not in any case exceed £150, and any one British Forces Post Office Service shall not in any case exceed £20, unless the parcel has been sent by the compensation parcel service when the limits in paragraph 26(5) of the Scheme shall apply;”
14. In paragraph 24(3), point (a) to be replaced with “if the item is lost of damaged beyond repair, an independent agent may be used to supply a replacement, subject to the maximum compensation level purchased, allowing for wear & tear and depreciation where appropriate. The lowest of the cost/sale price will be used to settle a claim exclusive of VAT;”
15. In paragraph 24(3), point (b) to be replaced with “providing the item has been packaged correctly, any compensation payable for damage to the item will be limited to the repair cost.”
16. In paragraph 24(15), point (a) to be replaced with “any dangerous, hazardous and prohibited goods, or restricted items where the instructions have not been heeded;”
17. In paragraph 24(15), the following points to be added:
“(p) Human and animal remains including ashes, other than those being sent for medical research. Those which are sent for medical research should be packaged to ensure no contamination. Limits on the type of service available and categories of claims are the same as for the perishable goods.
(q) musical instrument hard cases and suitcases when used as external packaging.”
18. In paragraph 24(19), point (b) to be replaced with “Glassware – items partially or wholly made of glass or containing glass, for example picture frames that contain glass;”
19. In paragraph 24, point (21) to be added “items which have appreciated in value either due to their scarcity or due to their being out of production are not excluded from compensation cover. However, any loss of, or damage to any collectable shall be limited to the actual price paid for the collectable and shall not exceed Parcelforce Worldwide’s stated limits of compensation as set out in the compensation table subject to the customer providing satisfactory written or printed evidence.”
Part 3 (Postal Facilities), Section 26 (Compensation Fee Parcel Service)
20. In paragraph 26, point (1) to be replaced with “Subject to the provisions of this Scheme any Standard Service and British Forces Post Office Service Parcel may be sent by the compensation fee parcel service. This service may be advertised under the name “enhanced compensation fee service”, which shall mean this compensation fee parcel service, and this paragraph 26 shall apply thereto.”
