NOTE: The Amendment Scheme which follows this Note is made under section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Overseas Parcel Post Scheme 2001. The Amendment Scheme, which comes into force on 7th April 2008, changes certain products and their prices.

Royal Mail Group Limited (a) by virtue of the powers conferred upon it by Section 89 of the Postal Services Act 2000 (b) and of all other powers enabling it in this behalf, hereby makes the following Scheme:

Commencement and citation

1.  This Scheme shall come into operation on 7th April 2008 and may be cited as the Royal Mail Group Limited Overseas Parcel Post (Amendment No.12) Scheme 2008.

2.  This Scheme shall be read as one with the Successor Postal Services Company Overseas Parcel Post Scheme 2001 (c) (hereinafter called “the Scheme”), as amended by the Consignia plc Overseas Parcel Post (Amendment No. 1) Scheme 2001 (d), the Consignia plc Overseas Parcel Post (Amendment No. 2) Scheme 2001 (e), the Consignia plc Overseas Parcel Post (Amendment No. 3) Scheme 2002 (f), the Consignia plc Overseas Parcel Post (Amendment No. 4) Scheme 2002 (g), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 5) Scheme 2003 (h), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 6) 2003 (i), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 7) 2003 (j) the Royal Mail Group plc Overseas Parcel Post (Amendment No. 8) 2004(k), the Royal Mail Group plc Overseas Parcel Post (Amendment No. 9) 2005(l) and the Royal Mail Group plc Overseas Parcel Post (Amendment No. 10) 2006(m) and the Royal Mail Group Ltd Overseas Parcel Post (Amendment No. 11) 2007 (n)

3.  A reference in this Scheme to the Successor Postal Services Company shall be read as a reference to Royal Mail Group Limited.

Part 2 (Rates of Postage and General Conditions), Section 6 (Prohibition)

2.  In paragraph 6(2), point (ii) to be replaced with “any living creatures, other than bees, destroyers of noxious pests other insects sent to or from officially recognised institutions, leaches, silk worms and certain parasites as specified by Royal Mail Group Ltd;”

3.  In paragraph 6(2), point (v) to be replaced with “explosives and articles;”

4.  In paragraph 6(2), point (viii) to be replaced with “flammable solids; self-reactive substances, solid desensitized explosives, substances liable to spontaneous combustion, substances which, in contact with water, emit flammable gases;”

5.  In paragraph 6(2), point (xii) to be replaced with “corrosive substances;”

6.  In paragraph 6(2), point (xiii) to be replaced with “miscellaneous dangerous substances and articles. Substances that present dangers not covered elsewhere;”

7.  In paragraph 6(2), point (xx) to be replaced with “batteries where they are not posted in their original retail packaging, or are not sealed or are not in good condition, and crackers posted to British Forces Post Office addresses where the banger has not been removed;”

Part 3 (Postal Facilities), Section 24 (Compensation)

8.  In paragraph 15, point (u) to be added, to read “any parcels where the claim overstates the value of the contents;”

9.  In paragraph 15, point (v) to be added, to read “any parcels where a request made by Royal Mail Group Ltd for affirmation of the value is not fully and correctly responded to within 21 days;”

10.  In paragraph 19, point (e) to be replaced with “Fossils; stone or stonewear;”

11.  Paragraph 22 to be added, to read “The maximum compensation payable in any event for lose or damage to Musical Instruments shall be £150 per parcel”.

Royal Mail Group Limited is the successor postal services company referred to in article 37(1) of the Postal Services Act 2000 (Commencement No 4 and Transitional and Savings Provisions) Order 2001 (2001/1148) (C37)).
