NOTE: The Scheme that follows this Note is made under Section 89 of the Postal Services Act 2000 and amends the Successor Postal Services Company Inland Letter Post Scheme 2001. This Scheme, which comes into force on 17th October 2009, provides notification of changes to the prices for one service set out in Schedule 1 and provides changes to work two services set out in Schedule 2.

Royal Mail Group Ltd (a) by virtue of the powers conferred upon it by section 89 of the POSTAL SERVICES ACT 2000 (b) and of all other powers enabling it in this behalf, hereby makes the following Scheme:
Commencement, citation and interpretation
1. This Scheme shall come into operation on 17th October 2009 and may be cited as the Royal Mail Group Limited Inland Letter Post Scheme (Amendment No.27) 2009.
2. This Scheme shall be read as one with the Successor Postal Services Company Inland Letter Post Scheme 2001(c) (hereinafter called “the Scheme”) as previously amended by:

Schedule 1: Postage Rates and Fees
Paragraph 5 of Schedule 1 of the Scheme shall be deleted and the following substituted respectively
5. CALLER’S SERVICE
A fee of £8.50 per year will be charged for a standing arrangement to call for all Recorded Signed For™ letters
Schedule 2: Definitions of Terms Used in this Scheme
Paragraphs 21.6.3, 21.6.5, 21.6.6, 21.6.7, 24.1 of Schedule 2 of the Scheme shall be deleted and the following substituted respectively
ARTICLES FOR THE BLIND 21.
21.6.3 mail posted using the Articles for the Blind service is subject to inspection, so it must be left open, or be easy to open and re-seal, or the contents must be visible through the wrapper, this is a requirement for using this service - otherwise users will need to use a paid for service. The only exception is heavy or fragile items, which can be sealed providing prior notification is provided to Royal Mail; and
21.6.5 must be to a named recipient, for example the name of a company or individual.
21.6.6 must be specifically addressed to the blind or visually impaired customer at that address. Items that are addressed to ‘The Occupier’, ‘Dear Customer’ or similar generic addressee should be sent as normal, paid-for mail.
21.6.7 any flyer or documentation being used as advertising literature cannot be sent using the Articles for the Blind service.
24. CALLER’S SERVICE
24.1 Royal Mail may permit an Addressee of a Letter, which would otherwise be delivered to the address shown on it, to collect it from the delivery office local to the address. This is called the Caller’s service. This service does not apply to Special Delivery items or to items of Social Security Post which are subject to the provisions of section 24.5 of this Scheme.
