Central Area Access and Parking Proposals
Notice of Public Inquiry

The Oxford City Council, as agent for the Oxfordshire County Council, proposes to hold a Public Inquiry into the access and parking proposals for Oxford City Centre which were advertised in a public notice dated 8th November 1996 and which are contained in Traffic Orders entitled:   (a) The City of Oxford (Central Area) (Controlled Parking Zone) Order 199  .   (b) The City of Oxford (Central Area) (Traffic Management) Order 199  .   (c) The Oxfordshire County Council (Oxford Central Area) (Designation and Regulation of Street Parking Places) Order 199  .   2. In summary the advertised proposals mean:   (a) that certain classes of traffic will no longer be permitted to make various through movements or enter particular streets;   (b) that loading and unloading restrictions will be rationalised; daytime waiting prohibitions will be replaced by 24-hour waiting prohibitions; free on-street parking will be removed or replaced by charged-for-pay-and-display parking; and additional disabled persons’ parking places will be provided;   (c) that in order to provide an alternative route for buses and to accommodate the consequences of the access restrictions, physical alterations to road layouts in the station and Oxpens areas are to be carried out and the revised layouts will incorporate some access restrictions and waiting prohibitions.   3. R. G. Brown has been appointed to conduct the Public Inquiry which will be held in the Town Hall, St. Aldate’s, Oxford, commencing at 10 a.m. on Tuesday, 27th January 1998.   4. The public notice and the Orders referred to in paragraph 1, together with plans of the proposals, are available for inspection in my offices in Blue Boar Street, at the rear of the Town Hall, between 9 a.m. and 4 p.m., on Mondays to Fridays inclusive, from Friday, 2nd January 1998.   5. Any person interested in the subject matter of the Public Inquiry may appear at the Inquiry in person or by counsel, a Solicitor or other representative. If you wish to do so you should contact Mathew Metcalfe, the Programme Officer for the Inquiry, who will explain the procedure you should follow. Any person so interested, whether or not he or she proposes to appear, may send written representations for the Inspector’s consideration.   6.
