Wandsworth Borough Council Extension to Clapham Junction Controlled Parking Zone—Northcote Area S.W.11—C2 Sub-Zone

Notice is hereby given that the Council of the London Borough of Wandsworth, on 12th January 1998, made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985:

  (1) The Wandsworth (Clapham Junction) (Parking Places) (No. 2) Order 1998; and
  (2) The Wandsworth (Special Parking Areas) (Waiting and Loading Restriction) (Amendment No. 22) Order 1998.

  The general effect of the Orders will be to extend the existing C2 sub-zone of the Clapham Junction controlled parking zone to include the roads and lengths of roads specified in the Schedule to this notice.
  The Orders will provide that:

  (a) “shared use” and metered parking places will be designated within the extended area and the permitted hours will be between 9.30 a.m. and 5.30 p.m. on Mondays to Saturdays inclusive;
  (b) vehicles which may be left in the metered parking places (which will be designated in certain parts of Northcote Road only) during the permitted hours will be passenger vehicles (12 seats or less) and goods carrying vehicles upon payment of the appropriate charge for a maximum parking period of one hour;
  (c) vehicles which may be left in the “shared use” parking places during the permitted hours will be:
      (i) passenger vehicles (12 seats or less), and goods carrying vehicles upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter (“pay and display”) for a maximum parking period of 4 hours (except at certain parking places in Belleville Road where the maximum parking period will be 7 hours); or
      (ii) vehicles displaying a valid residents’ permit, a valid visitor’s permit or a valid business permit.
  (d) The rate of charge at the ticket metered parking places (“pay and display”) and the metered parking places will be 60 pence per hour;
  (e) The charge for a residents permit will be £15.50 (3 months), £25.75 (6 months) or £41 (12 months) and will be issued to any person residing in the C2 sub-zone who is the owner of a passenger vehicle (12 seats or less) or goods carrying vehicle;
  (f) The charge for a business permit will be £103 (3 months), £195 (6 months) or £340 (12 months) and will be issued to any person who occupies premises in the extension to the C2 sub-zone and who uses such premises for non-residential purposes and who is the owner of a vehicle of the class mentioned above. (An “all-zone” business permit will be available to business users at a cost of £410 for 12 months);
  (g) The charge for a visitors’ permit will be £2 per day (£1 if the applicant is aged 60 or over) and will be issued to any household in the C2 sub-zone. Each household will be restricted to not more than thirty visitors’ permits per day (sixty if the applicant is aged 60 or over);
  (h) All permits will only be valid within the sub-zone in which the permit holder resides or occupies business premises (except in the case of an “all-zone” business permit);
  (i) All permits will be issued by Wandsworth Borough Council on application being made together with the appropriate charge;
  (j) Yellow line waiting restrictions will be imposed between 9.30 a.m. and 5.30 p.m. on Mondays to Saturdays in all roads and lengths of roads within the extension to the C2 sub-zone not occupied by parking places, except at road junctions where waiting restrictions will be imposed between 8.30 a.m. and 6.30 p.m. on Mondays to Saturdays. In Northcote Road and parts of the roads immediately adjacent to Northcote Road, waiting restrictions will be imposed between 7 a.m. and 7 p.m. on Mondays to Saturdays. In certain parts of Belleville Road, Chatham Road and Stonells Road waiting restrictions will be imposed to operate “at any time”.

  A copy of each of the Orders, which will come into operation on 19th January 1998, and of documents giving more detailed particulars of the Order, including a drawing showing the location and layout of the extended area, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made in The Concourse, The Town Hall, Wandsworth High Street, London SW18 2PU.

  Any person desiring to question the validity of either of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court.
