Notice is hereby given that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.   2. The general effect of the “Waiting and Loading Restriction Amendment” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:   (a) the hours during which the existing prohibition applies on waiting by vehicles would be changed so that such prohibition would apply at any time in the lengths of streets specified in Schedule 1 to this Notice;   (b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be changed so that such prohibition would apply between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this Notice;   (c) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 2 to this Notice;   (d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 2 to this Notice;   (e) the sale or offer for sale of goods from a vehicle would be prohibited in the lengths of streets specified in Schedule 2 unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;   (f) the use of any vehicle or of any amimal or the wearing of fancy dress or other fancy dress or other costume, wholly or mainly for the purpose of advertising, would be prohibited.   3. The prohibitions referred to in paragraph 2(c) and (d) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain curcumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers of duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Orange Badge” would apply.   4. The general effect of the “Free Parking Places” would be to:   (a) designate free parking places in the lengths of streets specified in Schedule 3 to this Notice to operate “at any time”;   (b) specify that:       (i) each parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles of invalid carriages’       (ii) vehicles may be left for a period of not more than 1 hour in any period of two hours;       (iii) the time limit specified in sub-paragraph 4(b)(ii) above would not apply to vehicles displaying a disabled person’s “Orange Badge”.   5. The general effect of the “(Parking Places)” Order would be to:   (a) revoke the Brent (Parking Places) (No. 2) Order 1997;   (b) designate resident parking places in the lengths of streets specified in Schedule 4 to this Notice;   (c) provide that the parking places would operate at any time;   (d) specify that:       (i) each parking place may be used, subject to the provisions of the Order, for the leaving of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid permit;       (ii) no charge would be made for residents or visitors permits, which would be issued by the Council or its agents, to persons whose usual place of abode is in any street or length of street specified in Schedule 5 to this Notice, for an initial period of 12 months;       (iii) “penalty charge notices” would be issued and “penalty charge” and “reduced penalty charge” charges would be set under the provisions of section 66 of the Road Traffic Act 1991.   6. A copy of each of the proposed Orders, of a map of the relevant area, of the above-mentioned Orders of 1979 and 1997 (and of the Orders which have amended those Orders) and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a perod of 21 days from the date on which this Notice is published at:   (a) The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; Brentfield Road, the north-east side, between Nos. 1-3 Bruce Road and a point 5 metres south of the southern wall of Nos. 200-202 Brentfield Road; between the north-eastern wall of Nos. 1-7 Kingfisher Way and the north-eastern kerb-line of Kingfisher Way.

Schedule 2
