Notice is hereby given that Westminster City Council propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   The general effect of the Bus Stop Clearway Order would be to prohibit stopping by vehicles at bus stops in Baker Street and Orchard Street at all times (except local buses and taxis). The bus stop in Portman Street would be lengthened.   The general effect of the Bus Lanes Orders would be to introduce bus lanes in the lengths of Baker Street, Orchard Street and Portman Square (eastern arm) specified in Schedule 1 to this notice, which would operate between 8 a.m. and 7 p.m. on Mondays to Saturdays inclusive. The bus lanes would be available for local buses, taxis and cycles.   The general effect of the Waiting and Loading Restriction Order would be further to amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so that:   (a) the hours of operation of the existing prohibition on:       (i) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply at any time in the lengths of streets specified in Schedule 2 to this notice;       (ii) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be changed so that it would apply between 7 a.m. and 7 p.m. on Mondays to Saturdays, in the lengths of streets specified in Schedule 3 to this notice;   (b) the hours of operation of the existing prohibition:       (i) on waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply at any time in the lengths of streets specified in Schedule 2 to this notice;       (ii) on waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply at any time between 8 a.m. and 7 p.m. on Mondays to Saturdays, in the lengths of streets specified in Schedule 4 to this notice;       (iii) on waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply between 7 a.m. and 10 a.m., and between 4 p.m. and 7 p.m. on Mondays to Saturdays, in the lengths of streets specified in Schedule 5 to this notice;       (iv) on waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle would be changed so that it would apply between 7 a.m. and 7 p.m. on Mondays to Saturdays, in the lengths of streets specified in Schedule 6 to this notice.   The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive, at Hyder Consulting Ltd., 29 Bressenden Place, London SW1E 5DZ, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decide not to make the Orders.   Further information may be obtained by telephoning the Council’s agent Hyder Consulting Ltd., telephone number 0171-316 6119.   Any objections or representations about any of the proposed Orders should be sent in writing to the Council’s agents Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, quoting Ref. Schedule 1

Baker Street, the north-east side, from a point 59.25 metres south-east of the south-eastern kerb-line of Dorset Street to a point 8 metres north-west of the north-western kerb-line of Fitzhardinge Street. Orchard Street, the north-west side, from a point 8 metres south-east of the south-eastern kerb-line of Wigmore Street to a point 13 metres north-west of the north-western kerb-line of Oxford Street. Portman Square (eastern arm), the north-east side, from a point 5 metres south-east of the south-eastern kerb-line of Fitzhardinge Street to a point 9 metres north-west of the north-western kerb-line of Wigmore Street.

Schedule 2
No Waiting or Loading At Any Time

Orchard Street, the south-east side, between the south-eastern kerb-line of Edwards Mews and the north-eastern kerb-line of Oxford Street. Orchard Street, the north-west side, between the south-western kerb-line of Portman Mews South and the north-eastern kerb-line of Oxford Street. Portman Square:   (i) the triangular island site situated at or adjacent to the north and east arms of Portman Square.

Schedule 3
No Waiting 7 a.m. to 7 p.m. Mondays to Saturdays

Baker Street:   the east side, from a point 17.5 metres north of the northern kerb-line of Porter Street to the northern kerb-line of Fitzhardinge Street;   the west side, from a point 19 metres north of the northern kerb-line of Bickernhall Street and the northern kerb-line of Portman Square (northern arm). Orchard Street:   the east side, between the southern kerb-line of Wigmore Street and the northern kerb-line of Portman Mews South;   the west side, between the southern kerb-line of Portman Square (south arm) and the northern kerb-line of Portman Mews South. Portman Square, the eastern arm, east side.

Schedule 4
No Loading 8 a.m. to 7 p.m. Mondays to Saturdays

Baker Street:   (a) the east side:       (i) from a point 17.5 metres north of the northern kerb-line of Porter Street to a point opposite the party wall of Nos. 108-110 Baker Street;       (ii) from a point opposite the party wall of Nos. 104-106 Baker Street to the northern kerb-line of Fitzhardinge Street;   (b) the west side:       (i) from a point 19 metres north of the northern kerb-line of Bickenhall Street to a point opposite the party wall of Nos. 111-113 Baker Street;       (ii) from a point opposite the party wall of Nos. 107-109 Baker Street to a point opposite the party wall of Nos. 77-79 Baker Street;       (iii) from a point opposite the party wall of Nos. 75-77 Baker Street to the northern kerb-line of Portman Square (north arm).

Schedule 5

No Loading 7 a.m. to 10 a.m. and 4 p.m. to 7 p.m. Mondays to Fridays Baker Street, the east side, from a point opposite the party wall of Nos. 108-110 Baker Street and a point opposite the party wall of Nos. 104-106 Baker Street.
