The City of Westminster (Waiting and Loading Restriction) (Amendment No.  ) Order 199 
Hills Place

Notice is hereby given that the Westminster City Council propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.   2. The general effect of the Prescribed Routes Order would be to:   (a) prohibit vehicles from entering Hills Place, except for any vehicle requiring access between the hours of 9 p.m. on any one day and 7 a.m. on the following day; to any land or premises fronting upon or accessible only from Hills Place;   (b) return to two-way traffic working, that length of Hills Place which lies north of the service entrance to No. 12 Hills Place;   (c) reverse the current one-way traffic working in that length of Hills Place which lies south of the service entrance to No. 12 Hills Place, so that it would operate from north-west to south-east.   3. The prohibitions referred to in paragraphs 2(a) and (c) above would not apply to:   (a) anything done with the permission or at the direction of a police constable in uniform;   (b) any vehicle being used for ambulance, fire brigade or police purposes in an emergency; or   (c) anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.   4. The general effect of the Waiting and Loading Restriction Order would be to further amend the City of Westminster (Waiting and Loading Restriction) Order 1976, so that in Hills Place, the hours during which the existing prohibition applies on waiting by vehicles, including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle, would be changed to apply at any time.   5. Copies of the proposed Orders and other documents giving more detailed particulars of the Orders can be inspected between 9 a.m. and 4.30 p.m. on Mondays to Fridays until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, in One Stop Services, City Hall, 64 Victoria Street, London SW1E 6QP.   6. Further information may be obtained by telephoning Brian Lord, of The Project Centre Limited, the Council’s agents in this matter, on 0171-278 9396.   7. Any objection or other representation about either of the proposed Orders should be sent in writing to the Council’s agents, The Project Centre Limited, 61-71 Collier Street, London N1 9BE, quoting the Ref. PCL/DF/LB32/141/1003 within a period of 21 days from the date on which this notice is published. All objections or representations must specify the grounds on which they are made. A. J.
