Traffic Orders—City of Bristol, Sylvia Avenue Area, Knowle

Notice is hereby given, that on 22nd January 1998, the City Council of Bristol made the following Orders under provisions contained in the Road Traffic Regulation Act 1984, as amended:   1. The City Council of Bristol (Sylvia Avenue Area, Knowle, City of Bristol) (Southern and South Eastern Zones) (One Way Traffic) (Prohibition of Driving) Order 1998 under sections 1(1) and 2(1) to (3) of, and Part IV of Schedule 9 to, the said Act, the effect of which is:   (a) to prohibit any motor vehicle from entering, proceeding or waiting in that length of Ravenhill Road, Knowle, which extends from a point 2.4 metres north of its junction with Sylvia Avenue to that junction. An exemption is provided for pedal cycles;   (b) to reverse the one way traffic working in that length of Crowndale Road which extends from Wells Road (A37) to Bayham Road. Vehicles will travel in a south-westerly direction, i.e. towards Bayham Road;   (c) to revoke the one way traffic working on that length of Brecknock Road which extends from Wells Road (A37) to Bayham Road thus introducing two way traffic working, and   (d) to revoke certain provisions of The County Council of Avon (A37 Wells Road Area, Totterdown and Knowle, City of Bristol) (South Eastern Zone) (General Traffic Regulation) Order 1994 to facilitate the introduction of items (b) and (c) above.   This Order will make permanent the provisions of the City Council of Bristol (Sylvia Avenue Area, Knowle, City of Bristol) (Southern and South Eastern Zones) (One Way Traffic) (Prohibition of Driving) Experimental Order 1996, which has been revoked.   2. The City Council of Bristol (Bayham Road, Knowle, City of Bristol) (South Eastern Zone) (One Way Traffic and Cycle Lane) Order 1998 under sections 1(1), 2(1) to (3) and 4(1) of the said Act, the effect of which is:   (a) to prohibit all vehicles other than pedal cycles from entering, proceeding or waiting in that length of the south-western side of Bayham Road, Knowle, which extends from its junction with Crowndale Road to its junction with Brecknock Road. Pedal cycles will be travelling in a generally north-westerly direction (i.e. towards Brecknock Road), and   (b) to institute one way traffic working on that length of Bayham Road, Knowle, in the area of carriageway north-east of the cycle lane from a generally north-westerly to south-easterly direction (i.e. towards Crowndale Road).   Exemptions in the Order are provided for any vehicle:   (i) to enter or proceed in any direction or wait in the cycle lane for emergency purposes, and   (ii) to enter, proceed in a generally south-easterly direction or wait in the cycle lane for the avoidance of an accident, access to or egress from premises accessible only from the cycle lane for off-street loading or garaging; the pursuance of statutory powers or duties, in connection with the supply of gas, water or electricity or of any telecommunication apparatus as defined in the Telecommunications Act 1984.   This Order will make permanent the provisions of the City Council of Bristol (Bayham Road, Knowle, City of Bristol) (South Eastern Zone) (One Way Traffic and Cycle Lane) Experimental Order 1996, which has been revoked.   3. The City Council of Bristol (Sylvia Avenue, Knowle, City of Bristol) (Southern Zone) (One Way Traffic and Cycle Lane) Order 1998 under sections 1(1), 2(1) to (3) and 4(1) of the said Act the effect of which is:   (a) to prohibit all vehicles other than pedal cycles from entering, proceeding or waiting in that length of the southern side of Sylvia Avenue, Knowle, which extends from its junction with Ravenhill Road to a point 10 metres west of its junction with Ravenhill Road. Pedal cycles will be travelling in a generally westerly direction (i.e. towards St. Johns Lane), and   (b) to institute one way traffic working on that length of Sylvia Avenue, Knowle, in the area of carriageway north of the cycle lane from a generally westerly to easterly direction (i.e. towards Ravenhill Road).   Exemptions in the Order are provided for any vehicle:   (i) to enter or proceed in any direction or wait in the cycle lane for emergency purposes, and   (ii) to enter, proceed in a generally easterly direction or wait in the cycle lane for the avoidance of an accident, access to or egress from premises accessible only from the cycle lane for off-street loading or garaging; the pursuance of statutory powers or duties, in connection with the supply of gas, water or electricity or of any telecommunication apparatus as defined in the Telecommunications Act 1984.   This Order will make permanent the provisions of the City Council of Bristol (Sylvia Avenue, Knowle, City of Bristol) (Southern Zone) (One Way Traffic and Cycle Lane) Experimental Order 1996, which has been revoked.   The Orders will come into operation on 2nd March 1998, and copies thereof together with a map, a copy of the Order to be varied, and a statement of reasons for making the Orders may be inspected at the undermentioned offices (callers should ask for Room 327, Statutory Orders, Legal Division) between 10 a.m. and 4 p.m. on Monday to Friday.   Any person who desires to question the validity of, or of any provision contained in the Orders on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, as amended, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the Orders, may, within 6 weeks after the date on which the Orders were made, apply to the High Court for this purpose.
